Job Overview:
The Finance Officer position is crucial for the effective management of financial operations within the NRC's office in Dnipro, Ukraine. This role involves organizing and delivering day-to-day financial processes while ensuring compliance with NRC's policies and donor requirements. The Finance Officer will be responsible for implementing financial systems and procedures, advising staff on procurement financial policies, and preparing periodic reports as requested by the line manager. The position requires a proactive approach to promoting improvements in the finance function and ensuring that all financial documents are properly filed and archived according to NRC standards. The Finance Officer will also play a key role in ensuring that NRC's activities align with protection mainstreaming guidelines, reporting any concerns to the appropriate channels.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of duties and responsibilities, including but not limited to: ensuring timely payments to contractors and suppliers, verifying that all vouchers and supporting documents meet NRC standards, assisting in the review of partner submissions, performing daily bookkeeping using the NRC Agresso accounting system, checking and verifying supporting documents for compliance with NRC procedures, recording budget allocations and accounting codes, managing VAT for invoices, ensuring sufficient cash flow, preparing payments for centralized commitments, coordinating with finance teams on cost allocations, supporting budget allocation and forecasts, and acting as coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator in the absence of the designated individual. The role also includes performing other finance-related tasks as requested by the management.

Required Qualifications:
Candidates must possess a Bachelor’s degree in finance or a related field, along with a minimum of 2 years of experience in a finance position, preferably within the commercial sector or an international non-governmental organization (INGO). Knowledge of audit requirements and solid proficiency in modern accounting systems and software are essential. Additionally, candidates should have strong skills in Microsoft Excel and a deep understanding of financial processes in complex environments.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in finance, accounting, or a related major. This foundational education is critical for understanding financial principles and practices necessary for the role.

Experience:
The Finance Officer should have at least 2 years of relevant experience in finance, accounting, or a related field. Experience working in complex and volatile contexts is highly valued, as is familiarity with local and international donor requirements and financial regulations.

Languages:
Fluency in both English and Ukrainian, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
