Job Overview:
The GBV Specialist – Men and Boys position is crucial in addressing the rising gender-based violence (GBV) risks faced by men and boys in Ukraine, particularly in the context of the ongoing armed conflict. This role involves inter-agency coordination for male GBV survivors and the implementation of GBV prevention and mitigation strategies through veteran support. The incumbent will serve as a technical resource, shaping inter-agency approaches and programming priorities at the national level. The specialist will lead efforts to ensure that male survivors have access to survivor-centered services and prevention initiatives, while also addressing the unique challenges faced by veterans transitioning to civilian life. This position requires a strong focus on strategic planning, advocacy, and capacity building to enhance the effectiveness and inclusivity of GBV interventions in Ukraine.

Duties and Responsibilities:
The major duties and responsibilities of the GBV Specialist include: A. Strategic Leadership and Inter-Agency Coordination: Leading the GBV Workstream Task Force on Men and Boys Survivors of Sexual Violence, setting priorities, facilitating discussions, and ensuring follow-up on actions to address service gaps. Providing technical leadership and advisory support to GBV Workstream partners on inclusive programming for male survivors and veterans. B. Portfolio Management, Innovation, and Technical Excellence: Overseeing the design and management of UNFPA’s GBV interventions for male survivors, ensuring alignment with corporate priorities. Promoting community-based approaches to reduce stigma and support veteran reintegration. C. Strategic Assessments, Evidence Generation, and Knowledge Management: Directing situational analyses and research initiatives to identify gaps in GBV services for men and boys, and developing technical guidance and knowledge products. D. High-Level Advocacy and Strategic Partnerships: Advocating for the inclusion of male survivors in national frameworks and cultivating partnerships with key stakeholders to address trauma and cycles of violence.

Required Qualifications:
The position requires an advanced university degree in Gender Studies, Social Work, Psychology, Law, Public Health, or a related field. Candidates must have a minimum of 7 years of professional experience in GBV, protection, or related humanitarian programming. Demonstrated expertise in GBV programming for men and boys, including survivors of sexual violence and veterans, is essential. Experience in GBV coordination, capacity building, and program development is also required, along with a strong understanding of survivor-centered approaches and international standards.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as Gender Studies, Social Work, Psychology, Law, or Public Health. This educational background is critical for understanding the complexities of gender-based violence and the specific needs of male survivors and veterans.

Experience:
A minimum of 7 years of professional experience in GBV, protection, or related humanitarian programming is required. Candidates should have demonstrated expertise in designing and implementing GBV programming for men and boys, as well as experience working with vulnerable populations, including veterans and survivors of conflict-related sexual violence. Familiarity with the socio-cultural dynamics in conflict-affected settings, particularly in Ukraine or Eastern Europe, is a strong asset.

Languages:
Proficiency in English is required for this position. Knowledge of other UN languages is considered an asset, as it may enhance communication and collaboration with diverse stakeholders in the region.
