Job Overview:
The HR and Admin Manager position at NRC is a critical role that involves overseeing the human resources and administrative functions at the Area Office (AO) level. The successful candidate will be responsible for ensuring compliance with NRC policies, donor requirements, and national labor laws. This role requires the development of area-specific HR and Admin guiding documents that align with NRC Ukraine policies. The HR and Admin Manager will also be tasked with managing the HR and Admin team, ensuring the implementation of administrative systems and procedures, and promoting the Prevention of Sexual Exploitation and Abuse (PSEA) standards within NRC and among beneficiaries. The position demands a proactive approach to HR management, including recruitment, onboarding, performance management, and staff training, while also providing support and guidance to the Area Management Team and line managers on HR-related queries.

Duties and Responsibilities:
The HR and Admin Manager will have a comprehensive set of duties and responsibilities, including but not limited to: ensuring adherence to NRC policies and guidelines at the AO level; developing and implementing HR and Admin work plans; managing the recruitment processes and ensuring timely onboarding and induction of new staff; maintaining accurate and up-to-date staff records; processing and tracking staff benefits such as leaves and insurance; providing regular training on HR and Admin topics; advising the management team on HR-related issues; conducting analyses of capacity development needs; coordinating with the HR department on training agendas; and managing administrative support for international staff. The role also involves ensuring proper filing of HR and Admin documents, preparing reports and analyses, and promoting a positive work environment that fosters trust and empowerment among staff.

Required Qualifications:
Candidates for the HR and Admin Manager position must possess a Bachelor’s degree in a relevant field. A minimum of three years of experience working in a humanitarian organization in a similar role is required. Strong management skills and experience in team management are essential, along with a proven track record of working in complex and volatile contexts. The candidate should demonstrate strategic thinking and the ability to manage resources effectively to optimize results. Additionally, the ability to influence and initiate action and change is crucial for success in this role.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Human Resources, Business Administration, or a related field. Advanced degrees or certifications in HR management or related disciplines may be considered an asset, although not mandatory.

Experience:
The position requires a minimum of three years of relevant experience in a humanitarian organization, specifically in HR and administration roles. Experience in managing teams and working in complex environments is essential. Previous experience in humanitarian negotiations is considered a strong asset, as it demonstrates the candidate's ability to navigate challenging situations and advocate for the needs of staff and beneficiaries.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly if they are relevant to the context in which NRC operates.

This position is open to candidates who have the legal right to work in Ukraine. NRC is unable to provide work permits or visa sponsorships for this role.
