Job Overview:
The Cash & Markets Project Manager position is a newly created role within the Dnipro office of NRC, aimed at leading the implementation of cash interventions in the East Area Office. This role is crucial for overseeing various projects that align with NRC's strategic objectives and standards. The Project Manager will be responsible for managing the entire project cycle, which includes planning, execution, monitoring, and evaluation of cash assistance programs. The position requires collaboration with various teams within NRC and local partners to ensure effective delivery of cash assistance to vulnerable households. The Project Manager will also play a key role in capacity development and partnership management, ensuring that cash programming is delivered safely and equitably to those in need.

Duties and Responsibilities:
The Cash & Markets Project Manager will have a comprehensive set of responsibilities, including but not limited to: leading and coordinating the implementation of cash programming and emergency response projects; ensuring that all activities, budgets, procurement processes, partnerships, and documentation adhere to approved plans and donor requirements; contributing to strategic planning and program development by identifying new programming opportunities and supporting assessments and beneficiary analysis; ensuring compliance with NRC policies, procedures, and quality assurance standards; engaging with stakeholders, including local authorities and partners, to enhance project implementation and advocacy efforts; monitoring project progress and budgets, providing timely reports and recommendations, and managing project documentation; supporting staff recruitment and capacity development; and promoting continuous learning and technical excellence within cash and market programming.

Required Qualifications:
Candidates must possess a minimum of three years of experience in project management, particularly in project development and management, risk management, staff development, partner management, and grants and budget management. A strong understanding of cash programming and experience in implementing humanitarian cash transfer programs are highly desirable. Additionally, candidates should have experience working in complex and volatile contexts, particularly with knowledge of the operational environment in Ukraine. Proven ability to interface with multiple stakeholders and successfully complete projects is essential. Strong budget development and tracking skills are also required, along with excellent communication and reporting abilities in English, as well as fluency in Ukrainian and/or Russian.

Educational Background:
The position requires candidates to have a relevant educational background, typically a degree in a field related to humanitarian assistance, project management, social sciences, or a similar discipline. Advanced degrees or specialized training in project management or humanitarian response may be advantageous.

Experience:
Candidates should have at least three years of relevant experience in the field, particularly in project management and development. Experience with Project Cycle Management, Risk Management, and working in humanitarian contexts is essential. Familiarity with cash programming and the ability to navigate complex operational environments are also critical for this role.

Languages:
Fluency in English is mandatory, both written and verbal. Additionally, candidates must be fluent in Ukrainian and/or Russian, as these languages are essential for effective communication within the context of the role.

Additional Notes:
This position is based in Dnipro, Ukraine, and is offered as a fixed-term contract until the end of 2026, with the possibility of renewal based on funding availability. The role requires regular field presence, estimated at 30% of the time. The salary and benefits are aligned with NRC's grading structure, specifically Grade
