Job Overview:
The consultant will provide specialized technical expertise to support UN Women in the procurement, delivery, and installation of mobile caravans designed to serve as safe spaces for women and girls in field locations. This role involves reviewing technical concepts, preparing technical specifications, and ensuring compliance with health, safety, and environmental (HSE) requirements. The consultant will work closely with the project team, including the Programme Specialist and Programme Analyst, to ensure that the caravans meet the needs of women and girls while adhering to UN Women’s procurement principles. The consultant will also be responsible for conducting risk assessments, developing Bills of Quantities (BoQs), and providing technical support throughout the procurement process, including tender evaluation and post-award support.

Duties and Responsibilities:
The consultant's responsibilities include:
  • Inception & Design: Reviewing and validating technical concepts, conducting risk assessments, and ensuring alignment with operational requirements.
  • Technical Specifications & BoQ inputs: Developing procurement-ready technical specifications, defining minimum technical requirements, and preparing a Bill of Quantities (BoQ) based on market analysis.
  • Tendering Support: Responding to technical clarifications from bidders.
  • Evaluation Support: Participating in the technical evaluation committee and providing technical clarifications.
  • Post Award Technical Support: Supporting contract commencement, participating in kick-off meetings, and providing advisory input on the contractor’s workplan. The consultant will also conduct site visits, verify compliance with specifications, and provide regular updates on implementation progress.

Required Qualifications:
The position requires a Master’s degree or equivalent in Civil Engineering, Construction Engineering, Mechanical Engineering, Industrial Engineering, or a closely related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification or formal training in Project Management, Quality Assurance/Quality Control (QA/QC), Health, Safety and Environment (HSE), or Procurement Technical Evaluation is considered an asset.

Educational Background:
Candidates must possess a Master’s degree or equivalent in a relevant engineering field. A first-level university degree may be accepted if accompanied by additional qualifying experience. Relevant certifications in project management or quality assurance are advantageous.

Experience:
Candidates should have at least 5 years of progressively responsible professional experience in engineering design, technical specifications development, and construction management. Experience in the design and evaluation of mobile facilities or prefabricated structures is essential, along with a proven track record of providing technical advisory support during procurement processes.

Languages:
Fluency in both Arabic and English is required for this position, ensuring effective communication and documentation in both languages.

Additional Notes:
This consultancy is home-based, with required travel within Jordan to various sites. The consultant will be expected to maintain high standards of professionalism and integrity, adhering to UN Women’s policies and procedures.
