Job Overview: The Associate HR Co-ordinator plays a crucial role in the Department of Human Resources (DHR) at the OSCE Secretariat. This position is designed for individuals who are seconded from their respective participating States and is classified as a P2-level role within the UN common system. The Associate HR Co-ordinator is responsible for planning and coordinating various HR programs and interventions, particularly in relation to the appointment of senior officials. This role requires a proactive approach to developing communication programs that promote HR management objectives and practices. The Associate HR Co-ordinator will also be involved in the development of the HRM Unified Budget and extra-budgetary programs/projects, ensuring that all HR management aspects are aligned with organizational goals. The position demands a high level of collaboration with diverse stakeholders, including senior officials, and requires the ability to provide technical support and recommend process improvements to enhance HR interventions across the organization.
Duties and Responsibilities: The duties and responsibilities of the Associate HR Co-ordinator include:
Coordinating HR actions for the timely appointment and assignment of senior OSCE officials, including Heads of Mission and Deputy Heads of Mission, by liaising with various stakeholders such as the Chairpersonship-in-Office and host countries.
Supporting the development of DHR inputs to the Unified Budget process by coordinating inputs from DHR units and ensuring consistency with broader financial planning.
Facilitating cross-cutting HR planning within DHR and across OSCE institutions, ensuring alignment of HR initiatives.
Conducting assessments of human resource requirements for extra-budgetary projects and ensuring compliance with OSCE HR policies.
Supporting DHR's responses to internal and external audit recommendations related to HR management, ensuring timely closure of audit items.
Performing other duties as assigned by the Director for Human Resources, which may include drafting working documents and presentations for DHR.
Required Qualifications: Candidates must possess a first-level university degree in human resource management, social studies, or a related discipline. A minimum of four years of professional-level experience in human resource management or public administration is required, with at least two years of experience if the candidate holds a second-level university degree. Candidates should demonstrate experience in coordinating among diverse stakeholders and possess proven knowledge of contemporary HR management issues and practices. Strong skills in drafting and presenting business communications, as well as familiarity with project development methodologies, are essential. Experience with budgeting processes is an asset, and candidates must have excellent oral and written communication skills in English, with knowledge of another OSCE official language being advantageous.
Educational Background: The educational background required for this position includes a first-level university degree in human resource management, social studies, or a related field. This foundational education is critical for understanding the complexities of human resource management within an international organization like the OSCE.
Experience: The position requires a minimum of four years of professional-level experience in human resource management or public administration. Candidates with a second-level university degree may qualify with two years of experience.
