Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director, Head of ICT Services, plays a crucial role in providing strategic leadership on Information and Communications Technology (ICT) matters within the OSCE. This position involves advising senior management and ensuring that ICT initiatives align with the organization's objectives. The successful candidate will be responsible for developing and overseeing the implementation of ICT policies, procedures, and standards across the Secretariat, Institutions, and Field Operations. This role requires a deep understanding of the organization's ICT needs, the ability to propose prioritized system developments, and the management of outsourcing opportunities to ensure optimal service delivery. The Deputy Director will report to the Director for Management and Finance and will supervise staff within the ICTS Section, ensuring effective delivery of ICT services across the OSCE.
Duties and Responsibilities: The Deputy Director will be tasked with a variety of responsibilities, including: Planning and coordinating the development of work programmes and allocation of staff resources; Monitoring staff performance and leading multiple high-profile projects; Providing leadership and advice to senior management on ICT matters; Managing the development and operation of enterprise ICT systems, infrastructure, and networks; Developing and monitoring ICT policies, procedures, and standards for the OSCE; Defining organizational ICT needs in collaboration with senior management; Proposing a prioritized programme of systems development; Managing the design of ICT architectures and implementing quality assurance systems; Identifying and implementing ICT outsourcing opportunities; Overseeing contractual arrangements related to ICT services; Developing and monitoring the ICT programme budget; Exercising overall management responsibility for the implementation of the work programme; Maintaining a motivated workforce and fostering a conducive work environment; Performing other related duties as required.
Required Qualifications: Candidates must possess a second-level university degree in computer science or a related advanced degree, or business/public administration. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the second-level degree. Desirable certifications include Project Management (PRINCE2, PMP), IT Service Management (ITIL), and COBIT. A minimum of ten years of progressively responsible professional-level experience in planning, development, and operation of complex ICT systems is required, with at least some experience in an international environment. Candidates should also have experience in ICT budget management, governance, policy development, vendor management, and outsourcing, including cloud computing.
Educational Background: The educational background required for this position includes a Master's degree (second-level university degree) in computer science, business administration, public administration, or a related field. Candidates with a first-level university degree may be considered if they have additional qualifying experience that meets the requirements.
Experience: The position requires a minimum of ten years of progressively responsible professional-level experience in relevant fields, with twelve years required if the candidate holds a first-level degree. Experience should include planning, development, and operation of complex ICT systems, management of Microsoft-based enterprise ICT environments, and experience with Enterprise Resource Planning (ERP) systems based on Oracle E-Business Suite. Candidates should also have experience in IT Service Management based on ITIL framework and project management using PRINCE2 and agile methods.
Languages: Excellent oral and written communication skills in English are mandatory. Knowledge of additional languages is considered an asset and may enhance a candidate's application.
Additional Notes: The position is a fixed-term contract at the senior professional level (P5) with a full-time schedule. The monthly remuneration is approximately EUR 11,300, with actual salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
