Job Overview:
The Human Resources Officer will be responsible for managing human resources administration, recruitment, and training-related matters for approximately 50 staff members within the OSCE Mission to Moldova. This role requires a comprehensive understanding of human resources policies and practices, as well as the ability to interpret and apply the OSCE Staff Regulations and Rules consistently. The incumbent will work closely with the Chief of the Fund Administration Unit and the Department of Human Resources to ensure that all HR functions are executed efficiently and effectively. The position also involves advising mission members on HR issues, overseeing the recruitment process, and managing training and development initiatives to enhance staff capabilities.

Duties and Responsibilities:
The Human Resources Officer will perform a variety of duties, including but not limited to: advising mission members on the application of OSCE Staff Regulations and Rules; supervising the Administrative Assistant and Archives/Records Assistant; managing HR data entry and contract administration; ensuring new employees are briefed on their terms of appointment; reviewing payroll data and verifying overtime records; initiating Talent Management and Probationary Period Reports; certifying Provident Fund enrolments; ensuring adherence to end-of-service clearance procedures; analyzing HR issues and proposing solutions; preparing or updating the Post Table and job descriptions; coordinating recruitment for international and national posts; establishing a system for screening applications; attending interviews as an ex-officio member of the selection board; preparing the Mission’s annual learning and development plan; supervising training schedules; and managing the Mission’s induction program.

Required Qualifications:
Candidates must possess secondary education supplemented by formal training in Human Resources Management, Public or Business Administration, or a related field. A minimum of six years of professional experience in human resources is required, preferably within an international organization. Candidates should have previous experience in supervising staff or people management, as well as established experience in personnel administration, job and organizational design, recruitment, or training. Proficiency in Microsoft software packages is essential, and knowledge of an ERP system and HR quality assurance is considered an asset. The ability to work effectively with individuals from diverse nationalities, religions, and cultural backgrounds is crucial, along with excellent written and verbal communication skills in English, Romanian, and Russian.

Educational Background:
The position requires a High School Diploma or equivalent (GED) as a minimum educational qualification. Additional formal training in Human Resources Management, Public or Business Administration, or a related field is highly desirable and will enhance a candidate's suitability for the role.

Experience:
Candidates should have a minimum of six years of relevant professional experience in human resources management. This experience should ideally include roles that involve personnel administration, recruitment, training, and supervision of staff. Experience working in an international organization is preferred, as it provides valuable insights into the complexities of HR functions in a multicultural environment.

Languages:
Fluency in English is mandatory, along with proficiency in Romanian and Russian. Excellent written and verbal communication skills in these languages are essential for effective interaction with mission members and stakeholders.

Additional Notes:
This position is a full-time, fixed-term contract with a monthly remuneration of EUR 1,342.75, subject to social security deductions. OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of starting at Step 3 in exceptional cases based on relevant experience or previous remuneration.
