Job Overview:
The National Consultant on HRBA to Education will play a crucial role in embedding human rights and a human rights-based approach (HRBA) into the educational policy, culture, and practices in Moldova. This position involves working closely with seven pilot educational institutions to enhance the quality and relevance of educational materials and practices. The consultant will be responsible for developing training programs, conducting assessments, and providing support to ensure that human rights principles are integrated into the curriculum reform process. The overarching goal is to create an inclusive educational environment that respects and promotes human rights for all learners, particularly focusing on marginalized groups such as Roma and refugee students. The consultant will also be expected to produce a final report detailing the work conducted and the outcomes achieved during the consultancy period.

Duties and Responsibilities:
The consultant will undertake a variety of tasks organized by project outcomes and priorities, including:

• Strengthening the national curriculum and education processes by institutionalizing regulatory frameworks that integrate the Accelerated Learning Programme (ALP) and HRBA to education by 202
• This includes developing methodologies for evaluating the human rights environment in schools, supporting the creation of institutional action plans, and assisting schools in reviewing internal policies from a human rights perspective.
• Enhancing the professional capacities of education authorities and the teaching workforce by developing educational resources and guidelines, designing and delivering a Training of Trainers (ToT) program, and establishing Continuous Professional Development (CPD) pathways for teachers.
• Supporting the mainstreaming of human rights, equality, and inclusion in curriculum reform by assisting in the integration of these principles into teacher education and collaborating with curriculum experts to develop relevant materials and guidance. The consultant will also conduct informative sessions to support the development of inclusive textbooks and educational resources.

Required Qualifications:
The position requires a first degree in human rights, education, social work, psychology, international relations, or a related field. Candidates must have at least five years of experience in the human rights field or other relevant social sciences, including pedagogy, sociology, or psychology. Proven experience in developing human rights documents such as guidelines, reports, and training programs is essential. Additionally, candidates should have expertise in equality and human rights within the context of the Republic of Moldova and experience supporting curriculum experts on these issues is considered a strong asset.

Educational Background:
Candidates must possess a first degree in relevant fields such as human rights, education, social work, psychology, or international relations. This educational background is crucial for understanding the complexities of human rights issues and their application in the educational sector.

Experience:
The position requires a minimum of five years of relevant experience in the human rights field or related social sciences. This experience should include a demonstrated ability to develop documents and training programs related to human rights and education, as well as a strong understanding of the local context in Moldova regarding equality and human rights.

Languages:
Fluency in Romanian is mandatory for this position. Additionally, a working knowledge of Russian and English is considered an asset, as it will facilitate communication and collaboration with various stakeholders involved in the project.
