Job Overview:
The position of National Consultant involves providing capacity-building training on strategic communication, social media, public speaking, and personal branding specifically tailored for women in leadership roles, including women MPs, mayors, and women in executive positions. The consultant will develop and deliver at least six training courses aimed at enhancing the skills and confidence of women leaders in public life. The training will cover essential topics such as strategic communication, political communication, media presence, social media strategy, and personal branding. The consultant will work closely with UN Women and other stakeholders to ensure that the training aligns with international standards and best practices. The role is crucial in addressing the under-representation of women in decision-making positions and aims to empower women to become effective leaders and change-makers in their communities. The consultant will also be responsible for developing learning modules and methodologies that emphasize practical, experiential learning formats, ensuring that participants gain hands-on experience and skills applicable to their roles.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Develop comprehensive learning modules and methodologies on strategic communication, social media, public speaking, and personal branding, ensuring alignment with international standards and best practices.
  • Deliver at least six training sessions, each with a minimum of 25 participants, as per the developed methodology.
  • Create pre- and post-training questionnaires to assess participants' knowledge and skills before and after the training sessions.
  • Prepare a Final Report summarizing the lessons learned, challenges faced, and recommendations for future capacity-building opportunities.
  • Collaborate closely with the UN Women team and other consultants, reporting to the thematic pillar leads and the Project Analyst.
  • Ensure the successful completion of all tasks and deliverables within the specified timeline, which is 12 months with a possible extension.
  • Provide overall coordination and technical leadership for the training delivery, including preparing and submitting all required deliverables in electronic format.

Required Qualifications:
The position requires the following qualifications:
  • A Master’s degree or equivalent in Communications, Journalism, Public Relations, Marketing, Political Science, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • Certification in media training, communication coaching, or facilitation is considered an asset.
  • Proven experience of at least 5 years in designing and delivering training programs on strategic communication, political communication, public speaking, and media training, particularly for public figures and women in leadership roles.
  • Experience in social media strategy, digital content creation, and personal branding, including hands-on coaching for leaders on their digital presence.
  • Experience in developing curricula and interactive methodologies for executive-level officials is an advantage.
  • Familiarity with addressing online harassment and hostile communication targeting women in public life is a plus.
  • Experience working with parliaments, governments, local authorities, or international organizations, including the UN, is advantageous.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Communications, Journalism, Public Relations, Marketing, Political Science, or other related disciplines. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience. Certification in media training or communication coaching is also beneficial.

Experience:
Candidates should have a minimum of 5 years of proven experience in designing and delivering training methodologies and programs focused on strategic communication, political communication, public speaking, and media training, particularly for women in leadership roles. Experience in social media strategy and personal branding is essential, along with a background in developing curricula and interactive training methodologies for senior public officials.

Languages:
Fluency in Romanian and English is required for this position. Knowledge of any other UN official language is considered an asset.

Additional Notes:
This consultancy is home-based, and no travel is anticipated as part of the assignment. In the event of unforeseen travel, costs will be reimbursed upon prior agreement with UN Women. The consultant will be compensated on a per-day basis, with payments made upon certification of satisfactory service completion and submission of deliverables. The contract does not guarantee a minimum fee, and the number of days worked will be determined solely by UN Women. The consultant is expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the UN.
