Job Overview:
The Programme Analyst plays a crucial role in the effective management of UN Women programmes within the Moldova Country Office. Reporting to the Programme Specialist for Women in Leadership and Gender Sensitive Governance and Budgets, the Programme Analyst is responsible for providing substantive inputs to programme design, formulation, implementation, and evaluation. This position requires close collaboration with various stakeholders, including government officials, multi and bi-lateral donors, and civil society, to ensure successful programme implementation. The Programme Analyst is expected to contribute technically to the development of programme strategies, provide support for the implementation and management of programmes, and monitor results achieved during implementation. The role also involves developing technical knowledge products and maintaining relationships with national partners to support the expansion of UN Women’s initiatives.

Duties and Responsibilities:
The Programme Analyst's duties include contributing to the development of programme strategies in areas such as Women in Leadership and Gender Sensitive Governance and Budgets. They will provide substantive inputs to the design and formulation of programme/project proposals, lead the implementation of programme activities, and coordinate the call/request for proposals. The Programme Analyst will also review and monitor the submission of financial and narrative reports from implementing partners, train partners on Results Based Management, and provide technical assistance and capacity development to project/programme partners. Additionally, they will monitor progress of implementation using results-based management tools, draft reports on monitoring missions, and provide inputs to financial reports. The role includes building partnerships and resource mobilization strategies, participating in donor meetings, and providing technical support to inter-agency coordination on relevant areas. The Programme Analyst will also develop background documents and coordinate advocacy campaigns and knowledge management methodologies.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. The position requires at least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in Women in Leadership and Gender Sensitive Governance and Budgets is desirable, along with experience coordinating with government agencies and/or donors. Proficiency in using computers and office software packages, as well as experience with web-based management systems, is required.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification would enhance a candidate's profile.

Experience:
The Programme Analyst position requires a minimum of 2 years of relevant experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Candidates with experience in Women in Leadership and Gender Sensitive Governance and Budgets will have an advantage. Experience in liaising with government agencies and donors is also desirable, as is familiarity with modern web-based ERP systems, preferably Oracle Cloud.

Languages:
Fluency in English and Romanian is mandatory for this position. Knowledge of another official UN language is considered desirable, enhancing the candidate's qualifications for the role.

The position is full-time and involves supervisory responsibilities, overseeing a Programme Associate and consultants.
