Job Overview:
The position of International Consultant involves providing capacity-building training focused on strategic communication, public speaking, and social media for women in leadership roles in Moldova. The consultant will develop and deliver up to six training courses tailored for women MPs, mayors, and aspiring candidates, emphasizing practical skills in political communication, media presence, and personal branding. The role requires collaboration with UN Women and local consultants, ensuring that the training aligns with international standards and best practices. The consultant will also be responsible for developing learning modules, conducting pre- and post-training assessments, and preparing a final report summarizing the outcomes and recommendations for future initiatives. This consultancy is expected to last for 12 months, with the possibility of extension, and will involve both home-based work and in-person training sessions in Chisinau.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Develop comprehensive learning modules and methodologies on strategic communication, public speaking, and personal branding, ensuring alignment with international standards.
  • Deliver up to six training sessions for groups of up to 25 participants, focusing on practical exercises such as media simulations and content labs.
  • Create pre- and post-training questionnaires to assess participant knowledge and skills.
  • Prepare a Final Report detailing lessons learned, challenges faced, and recommendations for future capacity-building efforts.
  • Collaborate closely with UN Women and local consultants throughout the training process, ensuring effective communication and coordination.
  • Submit all required deliverables in electronic format, including training materials and attendance records.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Communications, Journalism, Public Relations, Marketing, Political Science, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Certification in media training, communication coaching, or facilitation is considered an asset. Additionally, candidates should have at least five years of proven experience in designing and delivering training programs on strategic communication and public speaking, particularly for women in leadership roles. Experience in social media strategy and personal branding is essential, along with a background in developing curricula and interactive methodologies for senior public officials.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as Communications, Journalism, Public Relations, Marketing, or Political Science. A first-level university degree may be accepted if accompanied by two additional years of relevant experience. Certification in media training or communication coaching is advantageous and would enhance a candidate's profile.

Experience:
The position requires a minimum of five years of experience in designing and delivering training methodologies focused on strategic communication, political communication, and public speaking. Experience working with public figures, senior officials, or women in leadership roles is crucial. Candidates should also have experience in social media strategy, digital content creation, and personal branding, including coaching leaders on their digital presence. Familiarity with addressing online harassment and working with governmental or international organizations is beneficial.

Languages:
Fluency in English is mandatory for this position. Knowledge of the Romanian language or any other UN official language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.

Additional Notes:
This consultancy is home-based, with the expectation that the consultant will be present in Chisinau for the delivery of training sessions and related activities. For international consultants, up to six trips to Chisinau may be required for training delivery. Payment will be made on a per-day basis, contingent upon satisfactory performance and approval of deliverables. The consultant must adhere to UN Women’s policies and procedures, including a zero-tolerance policy on misconduct. All selected candidates will undergo rigorous reference and background checks.
