Job Overview:
The position of International Consultant to Provide Capacity Building on Crisis Management involves delivering tailored training courses aimed at enhancing the skills and knowledge of women in leadership roles within public administration and politics. The consultant will develop methodologies that cover a range of topics including transformative leadership, crisis preparedness, resilience, and safe leadership practices. The role is crucial in addressing the under-representation of women in decision-making positions and aims to empower them through capacity-building initiatives. The consultant will work closely with UN Women and local consultants to ensure that the training is relevant and impactful, ultimately contributing to the broader goal of gender equality and women's empowerment in Moldova. The consultant will also be responsible for developing learning modules, conducting training sessions, and providing individual advisory sessions to participants, ensuring that the training is comprehensive and meets the needs of the beneficiaries.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including: 1) Developing learning modules and methodologies on crisis leadership and safe leadership in politics, ensuring alignment with international standards and national legislation. 2) Delivering at least six training sessions on crisis leadership and safe leadership in politics, with a maximum of 25 participants per session. 3) Creating pre- and post-training questionnaires to assess participants' knowledge and skills. 4) Providing individual advisory sessions for program beneficiaries as needed. 5) Preparing a Final Report summarizing lessons learned, challenges faced, and recommendations for future capacity-building opportunities. 6) Collaborating closely with the UN Women team and local consultants, reporting to the Programme Specialist on Women in Leadership and Gender Sensitive Governance and Budgets. 7) Ensuring successful completion of all tasks and deliverables within the specified timeframe, which is 12 months with a possibility of extension.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in fields such as Political Science, Public Administration, Public Policy, Gender Studies, Law, International Relations, Psychology, or Leadership Development. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Certification in leadership development, facilitation, or project/programme management is considered an asset. Additionally, candidates should have at least five years of proven experience in designing and delivering training programs focused on transformative and adaptive leadership, particularly for women in public leadership roles. Experience in developing curricula and interactive methodologies for senior public officials is essential, as is experience working with parliaments, governments, or international organizations on governance and women's political participation.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as Political Science, Public Administration, Public Policy, Gender Studies, Law, International Relations, Psychology, or Leadership Development. A first-level university degree may be accepted if accompanied by two additional years of relevant experience. Candidates with certifications in leadership development or project management will have an advantage.

Experience:
The position requires a minimum of five years of experience in designing and delivering training methodologies and programs focused on leadership in politics and decision-making, particularly for women. Proven experience in developing curricula and facilitation guides for executive-level officials is necessary. Experience working with governmental bodies, local authorities, or international organizations on governance and women's political participation is also required. Familiarity with crisis governance and women's leadership in crisis preparedness is advantageous, as is experience with international organizations, including the UN.

Languages:
Fluency in English is mandatory for this position. A working knowledge of the Romanian language is considered an asset, enhancing communication and engagement with local stakeholders.

Additional Notes:
This consultancy is home-based, with the expectation of up to three trips to Moldova, which will be coordinated and funded separately by UN Women. The consultant will be compensated on a per-day basis, with payments made upon certification of satisfactory service delivery by UN Women. The contract does not guarantee a minimum fee, and the number of days worked will be determined solely by UN Women.
