Job Overview:
The Communication Officer will support the UNICEF Education programme team in communication efforts related to the EU Advancing Quality Education and Lifelong Learning Opportunities for All Programme. This role involves promoting the reconceptualization of the teachers' and school leaders' professional development system, ensuring support for the National Institute of Education and Leadership, and increasing awareness of inclusivity in education for children with disabilities. The officer will also promote digital pedagogy and STEEAM skills, ensuring visibility of modernization efforts in model schools. The position requires effective communication strategies to engage stakeholders and convey the urgency of prioritizing children's issues. The officer will work under the supervision of the Communication Specialist, NO-C, and will be responsible for creating communication products, managing media relations, and conducting monitoring and evaluation activities to enhance the impact of communication efforts.

Duties and Responsibilities:
  • Develop and execute communication products and materials that align with the communication strategy of the EU Advancing Quality Education and Lifelong Learning Opportunities for All Programme.
  • Provide professional assistance in developing and maintaining relationships with journalists and media outlets across various platforms including print, TV, radio, and web.
  • Conduct regular monitoring and evaluation of communication activities to ensure maximum impact and continuous improvement.
  • Plan and execute special events to enhance visibility and stakeholder engagement in the education programme.
  • Coordinate all visibility and communication content with the EU, ensuring compliance with their communication and visibility guidelines.
  • Prepare and share results and reports on communication efforts in a timely manner.
  • Engage in outreach activities to promote the programme and its objectives effectively.

Required Qualifications:
  • A Bachelor's degree in communications, Journalism, Public Relations, or a related field is required.
  • One year of practical professional work experience in communication, print and broadcast media, or interactive digital media is required.
  • Field work experience and familiarity with emergency situations are necessary.
  • Skills in communication strategy, strategic messaging, audience targeting, content writing, editing, proofreading, and communication campaigns are essential.
  • Fluency in Romanian and a working knowledge of English are required.

Educational Background:
Candidates must possess a Bachelor's degree in communications, Journalism, Public Relations, or a related field. This educational background is crucial for understanding the principles of effective communication and media relations, which are vital for the role.

Experience:
The position requires at least one year of practical professional work experience in communication, which may include roles in print and broadcast media or interactive digital media. Experience in fieldwork and familiarity with emergency situations are also essential, as they contribute to the candidate's ability to handle communication challenges in various contexts.

Languages:
Fluency in Romanian is mandatory, along with a working knowledge of English. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered desirable, enhancing the candidate's ability to communicate with diverse audiences.
