Job Overview:
The consultancy role is designed for an experienced international expert, ideally with a background as a judge, prosecutor, or criminal investigation officer, who possesses practical expertise in handling technology-facilitated gender-based violence (TFGBV) cases. The consultant will be responsible for designing and delivering a Training of Trainers (ToT) program aimed at equipping representatives of the National Institute of Justice with the necessary skills and methodologies to institutionalize and sustainably deliver TFGBV training within the national justice training system. This role also involves reviewing and enhancing existing training curricula to align with international standards and developing a comprehensive Standard Operating Procedure (SOP) to guide justice professionals in effectively addressing TFGBV cases. The consultant will work closely with national experts to ensure that the training is relevant and impactful, ultimately contributing to a more robust justice sector response to gender-based violence in Moldova.

Duties and Responsibilities:
The International Consultant will undertake a variety of tasks under the supervision of the UNFPA Programme Analyst on Gender and GBV. Key responsibilities include: reviewing the existing national legal and institutional frameworks related to violence against women and domestic violence; identifying gaps in current training materials and curricula; revising the training curriculum for justice professionals to incorporate international legal standards and best practices; designing a comprehensive Training of Trainers (ToT) program; developing training materials, including agendas, facilitator guides, and practical exercises; delivering the ToT program using interactive methodologies; incorporating feedback from training sessions into final deliverables; and preparing a final consultancy report summarizing activities, methodologies, and recommendations. The consultant will also ensure that all materials align with relevant international conventions and standards.

Required Qualifications:
Candidates must possess a Master’s degree in law or related social sciences, along with at least 7 years of professional experience in the criminal justice field as a judge, prosecutor, or criminal investigation officer. They should demonstrate expertise in technology-facilitated gender-based violence and have a strong understanding of international and European legal standards, particularly the Istanbul Convention. Additionally, candidates should have proven knowledge of gender equality, human rights, and survivor-centered approaches to gender-based violence. Experience working with UN agencies or international organizations is considered an asset, and fluency in English is mandatory.

Educational Background:
The position requires a Master’s degree in law or a related field, which provides the foundational knowledge necessary for understanding the complexities of legal frameworks surrounding gender-based violence. This educational background is essential for developing effective training programs and operational guidance for justice professionals.

Experience:
The ideal candidate should have a minimum of 7 years of relevant professional experience in the criminal justice sector, specifically in roles such as judge, prosecutor, or criminal investigation officer. This level of experience is crucial for understanding the intricacies of legal processes and the challenges faced by justice professionals in addressing technology-facilitated gender-based violence.

Languages:
Fluency in English is required for this position, as the consultant will need to communicate effectively with various stakeholders and produce high-quality training materials. Knowledge of additional languages may be beneficial but is not mandatory.

Additional Notes:
The consultancy is expected to be conducted from 10 August to 15 December 2026, with a maximum of 20 working days. The consultant will primarily work remotely, with one mission to Chișinău, Moldova, to deliver the in-person Training of Trainers (ToT) program. Payment will be made in a lump sum upon the successful submission and approval of all deliverables. The consultant must also complete mandatory training courses related to protection from sexual exploitation and fraud awareness before signing the contract with UNFPA.
