Job Overview: The position of Adjoint·e Chef de bureau Régional RESILAC - Référent·e Support et Conformité involves ensuring the coordination of financial management, operational HR monitoring of the RESILAC office, and strategic HR oversight of the RESILAC project. The role also includes overseeing procurement aspects, compliance with donor regulations, and legal matters related to the RESILAC program as a whole, along with supervising financial, administrative, and logistical aspects of the regional project office. The successful candidate will be responsible for managing all financial aspects of the RESILAC Program, coordinating financial, logistical (procurement/equipment), and contractual aspects with all program partners, ensuring compliance rules are shared, understood, and implemented among project stakeholders, supporting and evaluating the evolution of the program's HR organization, supervising support aspects of the regional office, and mentoring the support team of the regional office.
Duties and Responsibilities: The duties and responsibilities for this position include:
Managing all financial aspects of the RESILAC Program, ensuring accurate financial reporting and compliance with donor requirements.
Coordinating logistical aspects, including procurement and equipment management, to ensure the smooth operation of the program.
Ensuring that compliance rules from donors are effectively communicated and understood by all project actors.
Supporting the development and evaluation of the HR organization within the program, contributing to its continuous improvement.
Supervising the support functions of the regional office, ensuring that all administrative and logistical needs are met.
Mentoring and guiding the support team to enhance their skills and performance.
Collaborating with various stakeholders to ensure the successful implementation of the RESILAC project.
Required Qualifications: Candidates must possess a higher education degree (Bac+5) in Financial Management/Control, Administration, or a related field. They should have experience as a country financial manager in an NGO or equivalent in a humanitarian and/or development context. Experience in managing consortia and/or large-scale multi-country projects is essential, while experience in logistics or HR is considered a plus. Proven experience in managing institutional funding sources, particularly with AFD and the EU, is required. Experience within Action contre la Faim will be regarded as an asset. Strong leadership and capacity-building skills are necessary, along with excellent listening and communication abilities. Candidates should be recognized for their diplomacy and consensus-building skills, as well as their capacity to manage conflicts effectively.
Educational Background: The educational background required for this position includes a higher education degree (Bac+5) in Financial Management, Control, Administration, or a related field. Additional Notes: This position is a fixed-term contract (CDD) under French law for a duration of 24 months. The gross monthly salary ranges from 2899 to 3376 euros, depending on experience, and includes a 13th-month salary. Additional benefits include an expertise bonus of 200 euros, a regional bonus of 148 euros, and a 16% reimbursement of gross monthly salary for retirement insurance for non-French residents. Salary increases of 6% are applied every 12 months of continuous contract. Monthly per diem and living expenses of 552 euros net are provided on the ground, along with a monthly contextual allowance of 300 euros and a child allowance of 1500 euros per year for each child present in the home country (with a ceiling of 6000 euros per year). Transport and housing are covered, with individual housing and associated rental charges provided. A one-time installation bonus of 1000 euros is also included. Medical coverage includes 100% coverage of health insurance contributions and repatriation insurance, as well as medical expenses up to one month after the end of the contract. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with travel expenses covered for breaks and a flat allowance of 215 euros per RnR.
