Job Overview: The position of Fleet Manager (Truck Fleet) is critical within the WFP's logistics-operations" style="border-bottom: 1px dotted #007bff !important;">logistics operations in Haiti. The incumbent will report directly to the Fleet and Garage Manager based in Port-au-Prince and will play a vital role in overseeing the general operations of the fleet, managing garage activities, and ensuring the control of all equipment and materials across all fleet units in the country. The primary objective of this role is to gather, analyze, coordinate, and report information to maximize the efficiency of fleet operations and activities within the WFP Haiti Country Office. The Fleet Manager will be responsible for ensuring that logistics operations are conducted smoothly, efficiently, and in accordance with established procedures and operational rules set by WFP. This position is essential for maintaining the integrity of the supply chain and ensuring that humanitarian assistance reaches those in need in a timely manner.
Duties and Responsibilities: The key responsibilities of the Fleet Manager include, but are not limited to: ensuring that accounting systems, reporting, and internal controls are accurate and complete, maintaining up-to-date records; assisting in logistics operations, including managing all logistics assets to ensure timely and cost-effective delivery of WFP cargo (both food and non-food items); training staff and ensuring they are adequately trained, identifying any additional training needs to meet high work standards; tracking the movement of food and non-food items for projects and operations within the country; identifying fleet requirements/capacity needs in various sub-stations based on food delivery and geographical location and assigning trucks accordingly; assessing fuel needs based on program plans and requesting fuel as necessary; supervising all fleet personnel; managing petty cash and operational advances; conducting road condition assessments and procuring appropriate tires at minimal cost; advising the Fleet Manager on personnel needs; administering Fleet Wave and ensuring all data is current; preparing the annual procurement plan and submitting it to the Fleet Manager; holding regular meetings with service providers and identifying areas where training should be organized for external staff to maximize performance; developing procedures for optimal use of fleet trucks; evaluating the technical condition of aging trucks and advising on their disposal; reconciling FMS and LESS data monthly for deliveries made by WFP fleet; monitoring fuel consumption monthly and analyzing consumption for each truck; extracting data from FMS and preparing monthly, quarterly, and annual reports; enforcing maximum health and safety requirements as well as environmental needs throughout the country; occasionally traveling across the country as operational needs dictate and substituting for the Fleet Manager in their absence; and performing any other tasks assigned by the Fleet and Garage Manager.
Required Qualifications: The position requires a university degree in supply chain management, logistics, engineering, business management, public administration, or a related field. Candidates must possess strong analytical skills, attention to detail, and the ability to work effectively in a team environment. Proficiency in logistics management and a solid understanding of fleet operations are essential. Experience: Candidates should have at least one year of relevant professional experience, particularly in managing a spare parts store or logistics operations. Languages: Fluency in spoken and written French is mandatory, along with intermediate proficiency in English as a second language. This language requirement is crucial for effective communication within the organization and with external partners.
