Job Overview:
The Supply Chain Officer (External Services) position is critical to the effective delivery of humanitarian assistance in Haiti, a country facing recurrent crises and significant logistical challenges. The role involves leading the design and implementation of logistics coordination mechanisms that align with the Inter-Agency Standing Committee (IASC) guidelines. The officer will continuously assess logistics capacities and operational gaps, advising the Humanitarian Country Team on priorities and needs. This position requires building strong partnerships with stakeholders to facilitate efficient logistics support and ensuring compliance with WFP procedures. The officer will also play a key role in developing standard operating procedures (SOPs) for external service delivery, ensuring clarity and efficiency in operations. The position is designed for a proactive individual who can drive improvements in logistics operations and contribute to the broader objectives of the UN80 Integrated Supply Chain Reform in Haiti.

Duties and Responsibilities:
The Supply Chain Officer will be responsible for a variety of key accountabilities, including but not limited to: leading the design and continuous improvement of logistics coordination mechanisms; assessing logistics capacities and bottlenecks; building partnerships and coordinating engagement among stakeholders; managing external logistics services such as transport and storage; supporting national coordination mechanisms; developing and implementing SOPs for service delivery; ensuring timely collection and analysis of logistics data; strengthening national counterpart ownership of logistics operations; contributing to preparedness and contingency planning; facilitating partner engagement; developing advocacy strategies; supporting fundraising and reporting efforts; mobilizing resources for logistics coordination activities; and promoting continuous improvement in service delivery. The officer will also be expected to perform any other duties as required by supervisors.

Required Qualifications:
Candidates must possess a university degree in International Relations, Economics, Commerce, Business Administration, Logistics, Accounting, or a related field. Additionally, a minimum of 5 years of post-graduate professional experience in supply chain coordination and management is required, preferably with UN agencies or international non-governmental organizations (INGOs). The ideal candidate should have a proven track record in managing teams and coordinating external service delivery, along with knowledge of cost-recovery modalities and inter-agency coordination. Familiarity with UN supply chain and financial procedures, as well as humanitarian coordination mechanisms, is also essential.

Educational Background:
A university degree in a relevant field such as International Relations, Economics, Commerce, Business Administration, Logistics, or Accounting is required for this position. This educational background provides the necessary foundation for understanding the complexities of supply chain management and humanitarian logistics.

Experience:
The position requires at least 5 years of post-graduate professional experience in supply chain coordination and management. Candidates should have experience working with UN agencies or INGOs, demonstrating a strong ability to manage teams and coordinate external service delivery effectively. Experience in reform design, workflow optimization, and accountability mechanisms is highly desirable, as is familiarity with UN supply chain and financial procedures.

Languages:
Fluency in English and French is mandatory for this position, with a proficiency level of C. This bilingual requirement is essential for effective communication and collaboration with diverse stakeholders in the humanitarian sector.
