Job Overview:
The Assistant de gestion du carburant plays a crucial role within the logistics and supply chain function of WFP, supporting fuel management activities across various operational sites in Haiti. This position is essential for ensuring the safe, efficient, and transparent management of fuel, which is a vital resource for transportation operations, energy production, and partner activities. Reporting to the Fuel Operations Supervisor, the Assistant will assist in daily operations by maintaining rigorous stock management, accurate documentation, and adherence to established safety procedures and standards. The primary objective of this role is to support the effective and compliant management of fuel-related operations, including receipt, storage, distribution, and record-keeping. The incumbent will ensure that all fuel transactions are accurately recorded, duly authorized, and compliant with existing procedures, contributing to stock control, reporting, and audit preparedness, thereby ensuring data accuracy, operational efficiency, and accountability in all fuel management activities.

Duties and Responsibilities:
The Assistant de gestion du carburant (SC4) is responsible for key operational functions at WFP fuel sites, ensuring precise and compliant management of fuel operations, including receipt, storage, distribution, and record-keeping. The following duties outline the responsibilities of this position:
  • Fuel Receipt and Distribution: Assist in the physical receipt of fuel deliveries in coordination with maintenance or technical staff. Verify the quantity and quality of fuel received against delivery documents. Distribute fuel to vehicles, generators, and partners, ensuring appropriate authorization. Ensure that each distribution is supported by a valid, signed, and approved fuel voucher. Apply safety procedures and protocols during all fuel handling operations.
  • Record Keeping and Data Accuracy: Conduct two daily gauge readings of fuel tanks: one in the morning (before operations begin) and one in the evening (after all distributions). Accurately record all readings and transactions in the official WFP fuel register. Ensure that all required fields are correctly filled without discrepancies. Submit daily records and supporting documents to the Fuel Operations Supervisor for verification and entry into the system (FMS).
  • Stock Control, Verification, and Audit Support: Assist in physical stock checks conducted by the Fuel Operations Supervisor. Participate in internal audits, inspections, and unannounced checks. Support monthly fuel reconciliation processes, including variance analysis and documentation preparation. Maintain records and site organization ready for audits.
  • Reporting and Compliance: Ensure consistent and accurate daily reporting of all fuel transactions. Guarantee timely submission of documents for data entry and reconciliation. Continuously comply with WFP SOPs, internal controls, and safety standards.

Required Qualifications:
The following qualifications are required for the Assistant de gestion du carburant position: Education: A secondary school diploma (baccalauréat) is required. Additional training in logistics, supply chain management, or fuel management is an asset. Experience: A minimum of 4 years of relevant experience in logistics operations, warehousing, fuel handling, record-keeping, stock tracking, or inventory control is required. Previous experience in fuel operations or handling hazardous materials is highly desirable. Experience in applying standard operating procedures (SOPs) and compliance frameworks is an advantage. Knowledge and Skills: Basic calculation skills and analytical abilities for measurements, calculations, and reconciliations. Knowledge of fuel handling procedures, safety standards, and documentation practices. Ability to maintain accurate manual records and adhere to structured reporting requirements. Understanding of stock management principles. Ability to follow operational processes and strictly adhere to procedures. Basic knowledge of data entry systems (e.g., fuel management system - FMS) is an asset. High level of integrity, reliability, and attention to detail. Strong organizational skills and punctuality. Ability to work effectively under supervision in a structured environment. Good teamwork and collaboration skills. Basic problem-solving abilities and willingness to learn. Ability to work in field conditions and operational environments.

Educational Background:
