Job Overview: The Public Procurement Corruption Risk Assessment Expert will be responsible for conducting a thorough assessment of corruption risks within the public procurement processes in Kosovo. This role involves analyzing existing procurement frameworks, identifying vulnerabilities, and proposing actionable recommendations to mitigate risks. The expert will work closely with local stakeholders, including government agencies and civil society organizations, to ensure that the assessment is comprehensive and contextually relevant. The assignment is scheduled to take place from June 25, 2026, to November 30, 2026, and requires a deep understanding of public procurement regulations and anti-corruption measures. The expert will also be expected to prepare detailed reports and presentations based on their findings, contributing to the overall goal of enhancing transparency and accountability in public procurement.
Duties and Responsibilities:
Conduct a detailed analysis of the current public procurement processes in Kosovo to identify potential corruption risks.
Engage with relevant stakeholders, including government officials, procurement officers, and civil society representatives, to gather insights and data.
Develop a comprehensive risk assessment framework tailored to the specific context of Kosovo.
Prepare and present findings to UNDP and other stakeholders, highlighting key vulnerabilities and recommendations for improvement.
Collaborate with local authorities to design and implement strategies aimed at reducing corruption risks in public procurement.
Monitor and evaluate the effectiveness of implemented measures and provide ongoing support as needed.
Ensure that all activities are aligned with UNDP’s mission and objectives, as well as international best practices in procurement and anti-corruption.
Required Qualifications:
Proven expertise in public procurement, particularly in the context of anti-corruption measures.
Strong analytical skills with the ability to assess complex procurement processes and identify risks.
Excellent communication and interpersonal skills to engage effectively with diverse stakeholders.
Familiarity with international standards and best practices in public procurement and corruption prevention.
Ability to work independently and manage multiple tasks within tight deadlines.
Proficiency in report writing and presentation skills to convey findings clearly and effectively.
Educational Background: A minimum of a Master’s degree in Public Administration, Law, Business Administration, or a related field is required. Additional certifications in procurement or anti-corruption are highly desirable. Candidates with a strong academic background and relevant coursework in public procurement and governance will be given preference.
Experience: At least 5 years of professional experience in public procurement, with a focus on corruption risk assessment and mitigation strategies. Experience working with international organizations, particularly in transitional or post-conflict settings, is an asset. Proven track record of conducting assessments and providing recommendations for improving procurement processes is essential.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Albanian or Serbian is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the assessment process.
