Job Overview: The Technical Advisor II position is embedded within the Humanitarian Response Department (HRD) Market-based Rapid Response and Recovery (MBRRR) Team at Catholic Relief Services. This role is crucial in supporting cash readiness efforts for Country Programs and partners, as well as providing technical support for ongoing and new emergency programs related to cash, market-based programming, and emergency security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods. The advisor will contribute to the development and implementation of agency-wide strategies and standards in food security and livelihoods, ensuring that programming is effective, adaptive, and innovative. The position requires a strong focus on design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, with an emphasis on high-quality programming that meets the needs of the poor and vulnerable. The advisor will also engage with various stakeholders, including donors and peer organizations, to promote best practices and enhance the agency's capacity to respond to crises.
Duties and Responsibilities: The Technical Advisor II will have a wide range of responsibilities, including:
Contributing to the development and implementation of agency-wide strategies, standards, tools, and best practices in food security and livelihoods.
Providing technical solutions to regional and Country Program teams for strategic planning and program design, ensuring high-quality implementation.
Leading or contributing to the technical design of large and complex proposals, including defining monitoring systems and indicators.
Advising project teams on integrating donor strategies and technical requirements into CRS’ approach.
Contributing to capacity strengthening initiatives for staff and partners through training, mentoring, and developing learning strategies.
Engaging in knowledge management and learning by collecting and analyzing program data, evaluating projects, and sharing lessons learned.
Establishing and maintaining relationships with donors, peer organizations, and research institutions, and participating in forums to promote CRS’ work in food security and livelihoods.
Required Qualifications: Candidates must possess a Bachelor’s degree in international development or related fields, with a minimum of eight years of relevant international working experience in an advisory or management role. They should have at least three years of overseas experience as a technical advisor or program manager in Market-based Programming or multi-sectoral projects with a Food Security and Livelihoods component. Experience in providing technical assistance and developing successful proposals for external donor funding is essential, along with a proven track record of securing public or private donor funding in Market-based Programming.
Educational Background: A Bachelor’s degree in international development or fields related to food security, livelihoods, and market-based response programming is required. A Master’s degree in a related field is preferred, as it demonstrates a higher level of expertise and understanding of the complexities involved in humanitarian response and development work.
Experience: The position requires a minimum of eight years of relevant international working experience, with progressive responsibilities in advisory or management roles. Candidates should have at least three years of experience working overseas in multiple regions, specifically in technical advisory roles or program management related to Market-based Programs and Food Security and Livelihoods.
Languages: Proficiency in English is mandatory, and candidates should also have at least one additional language from the following: French, Spanish, Portuguese, or Arabic. This multilingual capability is essential for effective communication in diverse geographical and cultural settings.

It involves a significant amount of travel, with the expectation of being willing and able to travel up to 50%. The role does not have supervisory responsibilities.
