Job Overview: The Assistant for Livelihoods and Economic Inclusion will play a crucial role in implementing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR). This position aims to mobilize various stakeholders and adopt a comprehensive societal approach to enhance the autonomy of refugees and alleviate pressure on host countries. The Assistant will work closely with multifunctional teams on various topics, including protection, education, cash assistance, partnerships, research, and analytics. The role involves engaging with external stakeholders from government ministries, development actors, UN agencies, international organizations, NGOs, research institutions, universities, the private sector, and financial service providers to strengthen economic inclusion and autonomy for the populations served.
Duties and Responsibilities: The Assistant must explore partnerships with relevant stakeholders to enhance the economic inclusion of persons of concern (PoC) to the UNHCR. This includes collaborating with economic development agencies to adapt their programs for PoC, working with the private sector to improve workforce inclusion, and engaging financial service providers to enhance financial inclusion. The Assistant will also work with the multifunctional team, particularly the Protection Unit, to gather information on the legal framework regarding the right to work and labor rights. They will support the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring, and engagement in development programs. Participation in necessary assessments with public and private stakeholders is required, including impact assessments on local economies and surveys that guide interventions and identify investment opportunities. The Assistant will ensure that livelihood activities are market-based and strategically aligned with the UNHCR's comparative advantage. They will liaise with partners and authorities on livelihood issues, prepare field reports and other relevant documentation, and make recommendations for interventions promoting economic inclusion of refugees.
Required Qualifications: Candidates must demonstrate a solid understanding of relevant operations for the UNHCR, possess technical skills or transferable knowledge applicable to UNHCR procedures and rules, and exhibit discretion, political sensitivity, diplomacy, and tact in dealing with clients. They should have the ability to coordinate with various actors, including leadership positions, and possess a high degree of autonomy and initiative. Candidates must also be capable of managing information objectively, accurately, and confidentially, and be responsive and client-oriented. Integrity is crucial, as candidates must uphold the values and ethical standards of the UN and UNHCR in daily activities, resist undue political pressure in decision-making, and act swiftly against unprofessional or unethical behavior.
Educational Background: A relevant educational background is essential for this position, typically requiring a degree in social sciences, international relations, development studies, or a related field. Experience: Candidates should have a minimum of two years of relevant professional experience in livelihoods, economic development, or a related field, preferably within humanitarian or development contexts. Languages: Fluency in French is mandatory, given the operational context in Chad. Proficiency in English is also desirable, as it may facilitate communication with international stakeholders and partners. Knowledge of local languages can be an asset, enhancing engagement with communities.
Additional Notes: This position is a national UN Volunteer assignment, which means the volunteer will be responsible for organizing their own accommodation and essential goods. The role requires a high level of cultural maturity, endurance, and commitment to work in challenging and potentially dangerous conditions. Flexibility and the willingness to live and work in austere environments are essential, as is the ability to operate independently under established procedures. The living conditions in Chad, particularly in the eastern region, can be unique and require adaptability.
