Job Overview:
The Finance Officer is responsible for performing essential financial functions that support the smooth implementation of the Maternal, Newborn and Child Health (MNCH) Project. This role involves comprehensive financial management, including monitoring financial activities, conducting analyses of financial data, and preparing necessary reports. The Finance Officer will process vouchers, record journal entries, and manage project advances, ensuring compliance with applicable laws and Generally Accepted Accounting Procedures (GAAP). The position requires participation in various financial processes, including audits, and involves analyzing performance trends, modeling complex business decisions, and presenting results to stakeholders. The Finance Officer will also be expected to maintain effective working relationships with management, staff, and project beneficiaries, while applying updated information technology to facilitate project goals and objectives.

Duties and Responsibilities:
The Finance Officer's duties include ensuring compliance with applicable laws and GAAP, maintaining data integrity, recognizing and investigating unusual financial activities, developing and maintaining effective working relationships with management and project beneficiaries, interpreting discrepancies in financial data, managing mobile money platforms for fund transfers, coordinating with staff for the liquidation of travel and other advances, and producing timely vouchers and reports using financial systems. The officer will also communicate structured information clearly and concisely, analyze moderately complex business operations and financial statements, review compliance with laws and regulations, and serve as a resource for resolving moderately complex problems. Additionally, the Finance Officer will be responsible for filing financial documents on the internal platform and interacting with co-workers to resolve issues arising from data entries.

Required Qualifications:
Candidates must possess a thorough knowledge of financial management, investment capital, risk analysis, debt management, and investment analysis, along with legal and regulatory compliance in the respective industry. Proficiency in Generally Accepted Accounting Principles and Internal Control Fundamentals is required, as well as proficiency in spreadsheet software. Excellent oral and written communication skills, quantitative and analytical skills, critical thinking, and problem-solving abilities are essential. The ability to analyze and interpret financial data, identify and resolve errors, and prepare reports is also necessary. Candidates should demonstrate the ability to motivate and work well with others.

Educational Background:
A Bachelor's Degree in Business Administration, Finance, Accounting, or its international equivalent is required for this position. This educational background provides the foundational knowledge necessary for effective financial management and operational oversight within the organization.

Experience:
Candidates should have a minimum of 3 years of progressively responsible experience in accounting, finance, and operational management, with at least three years of experience working with U.S. Government (USG) rules and regulations. Prior experience in a non-governmental organization (NGO) is also preferred, as it provides relevant context for the role's responsibilities and challenges.

Languages:
