Job Overview: The People & Culture Officer position at FHI 360's Liberia Country Office is a pivotal role that focuses on delivering professional-level People and Culture (P&C) services. The officer will support both staff and managers in key areas such as recruitment, employee relations, performance management, benefits administration, and compliance with organizational policies. This role requires close collaboration with the P&C Manager to ensure that policies are applied consistently across the office, contribute to process improvements, and provide guidance to staff on various P&C matters. The officer will also play a crucial role in developing and implementing organizational P&C programs, coordinating learning and development activities, and ensuring compliance with local labor laws and FHI 360 policies. The position is designed for individuals who are passionate about fostering a positive workplace culture and enhancing employee engagement.
Duties and Responsibilities: The People & Culture Officer will be responsible for a variety of tasks including but not limited to: assisting in the recruitment process from requisition approval to onboarding of new employees; advising employees and supervisors on policy interpretation and application; supporting performance management processes, including goal-setting and performance reviews; coordinating learning and development activities to enhance employee skills; ensuring compliance with labor laws and FHI 360 policies; maintaining accurate staff records and managing both hard-copy and electronic filing systems; and performing other duties as assigned by the P&C Manager. The officer will also be expected to resolve moderately complex P&C issues with limited supervision and recommend process improvements to enhance service delivery.
Required Qualifications: Candidates for the People & Culture Officer position must possess a strong knowledge of local employment law and HR best practices. They should have the ability to provide policy guidance and effectively resolve employee concerns. Proficiency with Human ResourceInformation Systems (HRIS) and reporting tools is essential, along with strong interpersonal and conflict resolution skills. The ideal candidate will demonstrate problem-solving abilities and have a proactive approach to enhancing service delivery within the P&C function.
Educational Background: A Bachelor’s degree in Human Resources, Business Administration, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding HR principles and practices, which are critical for the effective execution of the duties associated with the People & Culture Officer role.
Experience: The position requires 3 to 5 years of progressively responsible experience in Human Resources. This experience should encompass various aspects of HR management, including recruitment, employee relations, performance management, and compliance with labor laws. Candidates should demonstrate a track record of successfully managing HR functions and contributing to organizational development.
Languages: While proficiency in English is mandatory for this position, knowledge of additional local languages may be considered an asset. Strong communication skills in English are essential for effective interaction with staff and stakeholders.
Additional Notes: The People & Culture Officer position is based in Monrovia, Liberia, and may require up to 10% domestic travel.
