Job Overview:
The Health Information Systems (HIS) Officer II plays a crucial role in supporting the implementation, strengthening, and sustainability of health information and disease surveillance systems as part of the Strengthening Infectious Disease Detection Systems (STRIDES) Activity. This position requires the officer to be a subject matter expert in technical surveillance within Liberia, focusing on developing and implementing policies and processes that ensure the delivery of quality surveillance services. The officer will provide technical and operational support for various activities including data collection, management, analysis, reporting, visualization, and quality assurance, all aimed at enhancing the use of health information data for evidence-based decision-making. The HIS Officer II will collaborate closely with government counterparts, Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) partners, and project staff to effectively implement digital health and surveillance systems across both human and animal health sectors in Liberia, thereby building robust capabilities to prevent, detect, and respond to infectious diseases and health threats.

Duties and Responsibilities:
The HIS Officer II will be responsible for a wide range of duties including: supporting the planning, design, implementation, and continuous improvement of health information and disease surveillance systems; assessing surveillance system architecture and data flows; implementing digital health solutions in alignment with the Ministry of Health (MoH) priorities; leading the integration of laboratory data and community-based surveillance data streams; developing standard operating procedures (SOPs) and technical documentation; conducting routine data quality assessments and system performance reviews; providing technical support and training to national and subnational users; preparing project reports and technical briefs; collaborating with stakeholders to strengthen surveillance systems; and promoting data use for public health decision-making. The role requires a proactive approach to identifying data quality gaps and developing corrective action plans, as well as ensuring adherence to national data standards and reporting requirements.

Required Qualifications:
Candidates must possess a strong understanding of health information systems, disease surveillance systems, and digital health technologies. They should have knowledge of public health surveillance concepts, monitoring and evaluation practices, and data quality management. Familiarity with health information and surveillance systems such as DHIS2, eIDSR, EWARS, and LIMS is essential. Strong analytical and problem-solving skills, along with the ability to communicate findings effectively to both technical and non-technical audiences, are crucial. Candidates should also demonstrate strong facilitation, training, and interpersonal communication skills, and the ability to work independently and collaboratively in multidisciplinary environments.

Educational Background:
A Bachelor’s degree or international equivalent in Health Informatics, Information Systems, Computer Science, Public Health, Epidemiology, Statistics, Veterinary Medicine, Data Science, or a related field is required. A Master’s degree in a relevant field is considered an added advantage, enhancing the candidate's qualifications for the role.

Experience:
A minimum of 2 years of progressively responsible experience in supporting health information systems, disease surveillance, digital health, monitoring and evaluation, or data management programs is required. Experience with health information and surveillance platforms such as DHIS2, eIDSR, EWARS, and LIMS is preferred. Candidates should have experience in data quality assurance, reporting, and system implementation activities, as well as experience working with government institutions, development partners, or donor-funded public health projects. Experience in training and capacity-building activities is desirable, and familiarity with infectious disease surveillance and One Health programming is advantageous. Experience working in Liberia or similar low- and middle-income country settings is preferred.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of additional local languages may be considered an asset, enhancing communication with local stakeholders and communities.

Additional Notes:
This position may require travel up to 25%. The expected hiring salary range for this role is USD 18,667 - 23,000 for annual basic salary. The salary offer will be determined based on various factors including relevant years of experience, education, internal equity, market pay, and budget considerations.
