Job Overview:
The Procurement Officer position is a critical role within the EpiC project, specifically focusing on Maternal, Neonatal, and Child Health (MNCH) activities in Liberia. This position is responsible for ensuring that procurement processes align with FHI 360 policies and U.S. Department of State regulations. The officer will play a vital role in enhancing health outcomes by facilitating the procurement of essential goods and services that support the project’s objectives. The Procurement Officer will report directly to the Operations Manager and will be based in Monrovia, Liberia. The role requires a proactive approach to managing procurement activities, ensuring compliance, and maintaining accurate documentation. The officer will also collaborate closely with project teams and administrative staff to develop procurement plans and support the overall project implementation.

Duties and Responsibilities:
The Procurement Officer will be tasked with a variety of duties, including but not limited to: ensuring compliance with U.S. Department of State rules and regulations, FHI 360 policies, and donor requirements; supporting procurement activities for the EpiC MNCH Liberia project; requesting quotations and proposals, organizing bid evaluations, and conducting cost analyses; ensuring timely procurement of goods and services; managing sourcing activities; providing purchase information to the Inventory Committee; maintaining accurate procurement documentation; contributing to supplier and vendor list development; liaising with FHI 360 staff on procurement matters; and performing other related duties as assigned. The officer will also be responsible for developing effective strategies to meet programmatic deadlines and deliverables, exercising sound judgment in problem-solving, and maintaining confidentiality and attention to detail in all procurement activities.

Required Qualifications:
Candidates must possess a minimum of 3–5 years of relevant professional experience in procurement, logistics, or a related field, preferably within the development sector and on donor-funded projects. A Bachelor’s degree in Procurement, Business Administration, Accounting, Supply Chain Management, or a related field is required. Excellent written and verbal communication skills in English are essential, along with proficiency in Microsoft Word, Microsoft Excel, and cloud-based collaboration platforms. Previous experience working with an international organization is preferred, and candidates should demonstrate the ability to work independently, manage a high-volume workflow, and maintain a strong attention to detail.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Procurement, Business Administration, Accounting, or Supply Chain Management. This educational foundation is crucial for understanding the complexities of procurement processes and regulations, as well as for effectively managing logistics and supply chain operations within the context of international development projects.

Experience:
The ideal candidate should have 3–5 years of professional experience in procurement or logistics, particularly in roles that involve managing procurement processes for donor-funded projects. Experience working with international organizations is highly desirable, as it provides insight into the unique challenges and requirements of procurement in a global context. Candidates should also demonstrate a proven ability to work independently and manage multiple tasks effectively under pressure.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external stakeholders. While not required, proficiency in additional languages may be considered an asset, particularly if it enhances communication with local partners or beneficiaries.

Additional Notes:
This position is full-time and based in Monrovia, Liberia. FHI 360 offers a competitive compensation package, with an expected hiring salary range of USD 13,667 - 20,000 for annual basic salary.
