Job Overview: The Senior Program Officer position at FHI 360's Liberia Country Office is pivotal in supporting program and activity management in alignment with FHI 360 policies and U.S. Department of State regulations. This role involves direct reporting to the Project Director - EpiC/Country Representative and is based in Monrovia. The Senior Program Officer will be responsible for ensuring that project implementation is efficient, compliant, timely, and results-oriented. This includes overseeing programmatic management, ensuring compliance with donor requirements, and supporting project knowledge management initiatives. The officer will also be involved in business development efforts, identifying new project initiatives, and collaborating with various stakeholders to enhance program effectiveness.
Duties and Responsibilities: The Senior Program Officer will have a comprehensive set of responsibilities, including:
Supporting the Project Director-EpiC/Country Representative in implementing project responsibilities efficiently and in compliance with relevant regulations.
Ensuring adherence to donor requirements and organizational policies.
Reviewing programmatic reports and annual work plans.
Overseeing the reporting process to meet client requirements.
Identifying and addressing emerging issues in project implementation.
Supporting project knowledge management and documentation of achievements.
Assisting in onboarding new hires regarding departmental procedures.
Managing project budgets and expenditures.
Facilitating the writing of protocols and project reports. 1
Cultivating relationships with local and international stakeholders to ensure smooth program operations. 1
Responding to donor and HQ requests and managing partnerships effectively. 1
Participating in business development efforts, including proposal management and capture work.
Required Qualifications: Candidates must possess advanced knowledge of project management concepts and practices, with excellent project management skills. They should demonstrate the ability to influence and collaborate with others, analyze and interpret data, and prepare comprehensive reports. Strong public relations and diplomacy skills are essential, along with excellent oral and written communication abilities. The candidate should be capable of creating and maintaining effective working relationships with government personnel, stakeholders, and international donor agencies. Proficiency in relevant computer software, particularly MS Office, is required.
Educational Background: A Master’s degree in management, public health, or a related field is required. This includes fields such as Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences, International Development, or Human Development. A Project Management (PM) Certification is considered an added advantage.
Experience: The position requires a minimum of 6+ years of relevant experience in project management principles and practices. Candidates should have prior work experience in a non-governmental organization (NGO), government agency, or private organization, with a preference for those who have experience in international or domestic program development or management. The ability to communicate clearly and positively with clients and staff is essential, as is the capacity to work effectively within multi-dimensional teams.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the organization and with stakeholders. Additional language skills relevant to the local context may be considered beneficial but are not mandatory.
