The expert will be responsible for producing various reports and frameworks, including an inception report, a competency-based modular curriculum, and a comprehensive final report that consolidates all findings and recommendations. The role requires a deep understanding of legal frameworks, training methodologies, and the ability to engage with multiple stakeholders to ensure the successful implementation of the program.

Duties and Responsibilities:
The duties and responsibilities of the Judicial Response to Anti-Corruption Expert include:

• Producing an inception report that documents key findings from consultations with various stakeholders, including the LACC, Ministry of Justice, and other relevant entities.
• Reviewing legal and policy frameworks and mapping existing capacity-building initiatives.
• Developing a competency-based modular curriculum framework that includes core and specialized training tracks on corruption-related offenses.
• Creating detailed modules for the curriculum, including learning objectives and assessment methodologies.
• Identifying suitable training providers and subject-matter experts at various levels.
• Developing an implementation strategy for the capacity-building program, including governance arrangements and operational modalities.
• Establishing a monitoring, evaluation, and learning framework with measurable performance indicators.
• Organizing a 2-day workshop for review and validation of the program.
• Participating in briefings with senior stakeholders on actionable recommendations. 1

Required Qualifications:
The position requires an advanced university degree (master’s degree or equivalent) in law, criminal justice, human rights, or a related field. Alternatively, a first-level university degree (Bachelor's or equivalent) combined with five additional years of qualifying work experience may be accepted. Candidates must have a minimum of 7 years of progressively responsible professional experience in roles such as prosecutor, judge, practicing lawyer, or legal consultant in international criminal justice, anti-corruption, or related fields. Additionally, a minimum of 3 years of direct experience in investigating and prosecuting corruption-related offenses using a human rights-based approach is required. Proven experience in designing and implementing capacity-building programs for justice sector actors is essential, along with demonstrated experience in conducting training needs assessments and developing competency-based curricula.

Educational Background:
Candidates must possess an advanced university degree (master’s degree or equivalent) in law, criminal justice, human rights, or a related field. A first-level university degree (Bachelor's or equivalent) may be accepted if combined with sufficient relevant work experience. Experience:
