International Consultant - Costing, Financing, and Investment Planning Expert

Job Overview:
The primary objective of this consultancy is to support the Government of Liberia in developing a comprehensive, multisectoral, and evidence-based National GBV Costed Action Plan aligned with national priorities and budgeting systems. The consultant will provide contextual expertise, policy alignment, stakeholder coordination, and data support to ensure the plan is grounded in the Liberian context. The role involves conducting a thorough analysis of existing GBV prevention and response systems, assessing current financing and budget allocations, identifying gaps and opportunities for improved resource allocation, and facilitating stakeholder engagement processes. The consultant will also estimate the financial resources required to execute the action plan and develop a standardized costing framework, ensuring alignment with national development frameworks and budgeting processes.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:

• Conducting a comprehensive desk review of existing national policies, legal frameworks, and sector-specific strategies related to GBV.
• Mapping and engaging relevant stakeholders to identify high-impact GBV prevention and response interventions across different sectors.
• Formulating the narrative framework of the Action Plan, including strategic objectives, outcomes, outputs, and indicators.
• Drafting a Multisectoral GBV Costed Plan, including an editable costing model detailing unit costs, frequencies, and total budget estimates per sector.
• Facilitating interactive multisectoral workshops to review findings and ensure stakeholder ownership.
• Developing a robust monitoring and evaluation framework to track the implementation of the action plan.
• Creating executive policy briefs and investment cases for advocacy and resource mobilization with donors and the Ministry of Finance and Development Planning.

Required Qualifications:
The consultant must possess a Master’s degree in development studies, Public Administration, Economics, Public Policy, Gender Studies, Public Financial Management, or a related social science field. A Bachelor’s degree with a minimum of 7 years of relevant experience may also be considered. The consultant should have a minimum of 5 years of professional experience (7 years for bachelor’s degree holders) in gender, human rights, or GBV programming in Liberia. Experience working with government institutions, civil society organizations, and development partners is essential, along with a strong track record in stakeholder consultations and multi-sectoral coordination processes.

Educational Background:
A Master’s degree in development studies, Public Administration, Economics, Public Policy, Gender Studies, Public Financial Management, or a related social science field is required. Alternatively, a Bachelor’s degree with a minimum of 7 years of relevant experience may be considered sufficient for this role.

Experience:
The position requires a minimum of 5 years of professional experience in gender, human rights, or GBV programming in Liberia. Candidates with a Bachelor’s degree must have at least 7 years of relevant experience. The consultant should demonstrate experience working with government institutions, civil society organizations, and development partners, as well as a strong track record in stakeholder consultations and multi-sectoral coordination processes.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional local languages may be considered an asset, but English is the primary language of communication for this consultancy.

Additional Notes:
The consultancy is expected to last for 65 working days, with the consultant working under the overall supervision of the UNFPA Liberia Country Office Deputy Representative and the direct supervision of the Programme Specialist, GBV/Harmful Practices. The consultant will maintain close technical collaboration with the Ministry of Gender, Children and Social Protection and the Ministry of Finance and Development Planning. Payments will be made against outlined deliverables, with specific percentages allocated to each phase of the consultancy. UNFPA will provide relevant documents and administrative support services, including internet access at its main office in Monrovia.
