Senior Technical Consultant - Digital Learning (Learning Passport Implementation)

Job Overview:
The Senior Technical Consultant will play a crucial role in supporting the Ministry of Education (MoE) in Liberia to enhance the national digital learning infrastructure and expand access to education for vulnerable and out-of-school children. This position involves providing high-level technical expertise during a two-week in-country mission, which includes diagnostic assessments and stakeholder alignment in the first week, followed by the co-creation of a roadmap for the Learning Passport implementation in the second week. The consultant will facilitate capacity-building sessions for institutional consultants and UNICEF staff, ensuring that the Learning Passport platform is effectively deployed and operational by the end of 2026, in line with the TICAD grant requirements.

Duties and Responsibilities:

• Provide high-level technical expertise to support the capacity building of institutional consultants developing the Learning Passport software.
• Facilitate policy and technical alignment meetings with the Ministry of Education and the Ministry of Youth and Sports.
• Support the facilitation of a multi-stakeholder technical workshop to finalize the Liberia Learning Passport Implementation Roadmap.
• Conduct technical capacity-building handovers for UNICEF staff and MoE ICT specialists.
• Align interministerial governance structures to support the fast-tracked roadmap for Learning Passport deployment.
• Ensure all hardware procurement, platform localization, and deployment setups are completed and functional by late December 202
• Collaborate with various stakeholders to ensure the successful implementation of digital learning solutions.

Required Qualifications:

• Advanced degree (minimum Master’s) in Education Technology, Digital Learning, Information Technology, International Development, Social Sciences, or a closely related field.
• Minimum of 8 years of relevant professional work experience in international development, education sector reform, or digital education.
• Proven experience in implementing and scaling digital learning solutions, specifically the Learning Passport platform, within West and Central Africa.
• Fluency in English, with excellent drafting and technical report writing skills.
• Prior operational deployment experience or coordination of Learning Passport within the WCARO region is highly desirable.

Educational Background:
Candidates must possess an advanced degree, preferably a Master's degree, in fields related to education technology, digital learning, information technology, international development, or social sciences. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the digital learning initiatives in Liberia.

Experience:
The position requires a minimum of 8 years of relevant professional experience in international development, particularly in the education sector. Candidates should have a strong track record of implementing and scaling digital learning solutions, with specific experience in the Learning Passport platform being a critical requirement. Experience working within the West and Central Africa region is also essential to understand the local context and challenges.

Languages:
Fluency in English is mandatory for this position, as the consultant will be required to draft technical reports and communicate effectively with various stakeholders. While English is the primary language required, knowledge of additional languages relevant to the region may be considered an asset but is not mandatory.
