Job Overview:
The consultancy position is focused on conducting a targeted Evidence Gap Assessment, Data Reconstruction, and Validation Exercise for the evaluation of One-Stop Centers (OSCs) in Liberia. This role is crucial in addressing specific evidence gaps identified during a previous technical review of the OSC evaluation report. The consultant will not be conducting a new evaluation but will systematically work to reconstruct missing evidence, analyze available data, and validate initial qualitative findings. The ultimate goal is to provide a robust and credible evidence base that will inform the evaluation of OSC performance and sustainability. The consultant will engage in various activities, including analyzing administrative records, conducting stakeholder consultations, and evaluating operational performance to ensure that the final evaluation yields actionable recommendations aligned with UNFPA's Evaluation Quality Assessment standards.

Duties and Responsibilities:
The consultant will be responsible for a comprehensive set of duties, including:

• Reconstructing service utilization trends by analyzing administrative records, routine GBVIMS reports, facility registries, and monitoring data.
• Assessing referral pathways and continuity of care by tracing survivor progression from intake through service completion, identifying bottlenecks and challenges.
• Evaluating operational performance through staffing arrangements, caseload distributions, and service delivery timelines to determine efficiency.
• Developing and analyzing proxy indicators derived from implementation data to measure OSC effectiveness.
• Comparing the standard OSC model with integrated health service delivery approaches to analyze operational differences.
• Conducting targeted cost and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis to assess resource allocation and cost efficiency.
• Reassessing earlier conclusions regarding institutional sustainability and evaluating risks to systemic institutionalization.

Required Qualifications:
The position requires a Master’s degree in Gender Studies, Public Health, Social Sciences, or a relevant discipline. Additionally, candidates must have at least 5 years of experience in conducting quantitative and qualitative research, assessments, and program evaluations. A strong track record in evaluation design, data analysis, and report writing is essential. The consultant should also demonstrate proven ability to facilitate consultations with government agencies, civil society, and community structures, particularly with youth and adolescent demographics. Full professional fluency in English is mandatory.

Educational Background:
Candidates must possess a Master’s degree in a relevant field such as Gender Studies, Public Health, or Social Sciences. This educational background is critical for understanding the complexities of gender-based violence and the evaluation of health and social programs.

Experience:
The consultant is expected to have a minimum of 5 years of relevant experience in conducting both quantitative and qualitative research, assessments, and program evaluations. This experience should include a strong focus on evaluation design, data analysis, and the ability to engage with various stakeholders, including government and civil society organizations.

Languages:
Full professional fluency in English is mandatory for this position. Proficiency in additional languages relevant to the local context may be considered an asset, but English is the primary language required for effective communication and reporting.

Additional Notes:
The consultancy is expected to take place from September through October 2026, covering multiple counties including Montserrado, Grand Gedeh, and Rivercess. The deliverables include an Inception Report, Data Collection Tools, a Draft Evaluation Report, a Stakeholders' Validation Workshop Report, and a Final Report. The consultant will work under the supervision of the UNFPA Program Specialist for Data and Evidence and the Programme Specialist for GBV and Harmful Practices. The UNFPA Country Office will provide necessary support services, including access to the current draft report and administrative assistance to ensure timely delivery.
