Job Overview:
The Human Resources Associate position at WFP is designed to deliver a comprehensive range of HR support services, ensuring the accurate implementation of WFP policies and procedures. This role is pivotal in facilitating the effective functioning of client-focused and strategy-oriented HR services. The associate will be responsible for addressing complex HR queries, supporting the development of junior staff, and identifying evolving organizational needs to recommend improvements in HR processes. The position requires a proactive approach to managing HR documentation, maintaining personnel records, and ensuring compliance with established standards. The HR Associate will play a crucial role in onboarding new staff, preparing necessary HR documentation, and monitoring staff deployment to support WFP's mission effectively.

Duties and Responsibilities:
  • Provide assistance on a wide range of complex HR queries and follow up actions to ensure consistent and high-quality HR services are delivered to clients.
  • Allocate responsibilities and support on-the-job learning and development of junior support staff, ensuring they have adequate knowledge of HR systems and procedures required to perform their duties.
  • Identify evolving needs of the organization and recommend changes in HR processes and procedures to support improvements in HR services.
  • Analyze and respond to various internal and external queries to ensure that clients are well-informed and that HR team activities align with broader WFP objectives.
  • Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs.
  • Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures.
  • Support and deliver onboarding for new staff joining WFP, ensuring that relevant processes are followed and the conditions of terms of service are explained and understood.
  • Prepare a range of complex HR documentation required for the specific area of work (e.g., employment contracts, transfer/separation letters, training-related documents, etc.), ensuring accuracy and meeting established deadlines.
  • Use HR management systems for reviewing, entering, and updating a variety of HR data, including monitoring various deadlines (e.g., contract expiration, PACE, etc.), ensuring compliance with established deadlines and accuracy of HR data. 1
  • Coordinate the maintenance of confidential personnel records, HR databases, and archives to ensure data and files are accurately stored and updated in compliance with established standards. 1
  • Monitor staff deployment and handle related administrative actions, including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis.

Required Qualifications:
The position requires a post-secondary certificate in a related functional area, along with six or more years of progressively responsible work experience in the relative business stream. Candidates should have relevant experience in recruitment, payroll administration, performance management, and HR service delivery. Experience in HR services operating standards across a range of international humanitarian contexts is essential. Additionally, candidates should have provided training to new staff members within their area of expertise and supported them with ad hoc queries.

Educational Background:
Completion of secondary school education is required, along with a post-secondary certificate in a related functional area. This educational background is essential to ensure that the candidate possesses the foundational knowledge necessary for effective HR service delivery.

Experience:
Candidates must have at least six years of progressively responsible work experience in the relevant business stream, with a focus on general administrative work. This level of experience is crucial for understanding the complexities of HR operations within a humanitarian context and for effectively supporting the HR team in delivering high-quality services.

Languages:
Fluency in the English Language at Level C is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication within the diverse environment of WFP.
