Job Overview: The Programme Specialist position at ONU Femmes in Niger is crucial for advancing the economic empowerment of women and girls, especially the most vulnerable, in development, humanitarian, and peacebuilding contexts. This role involves the overall responsibility for planning, implementing, and managing ONU Femmes interventions within the designated portfolio. The Programme Specialist will work closely with program and operations teams, UN Women headquarters, government authorities, multilateral and bilateral donors, and civil society to ensure effective program implementation. The position requires strategic support in program development, resource mobilization, and achieving measurable results for targeted women. The role also includes providing technical advice, managing program budgets, and ensuring compliance with results-based management principles.
Duties and Responsibilities:
Provide advisory services for program development, including strategic support and program formulation in women's economic empowerment in peace and humanitarian contexts.
Manage program implementation by finalizing annual work plans and budgets, providing strategic support to office management, and ensuring technical coherence across projects.
Ensure monitoring and reporting by managing activity and financial tracking, finalizing quarterly reports, and drafting reports for ONU Femmes and partners.
Manage human and financial resources by overseeing program budgets, supervising program analysts and technical specialists, and conducting performance evaluations.
Develop partnerships and mobilize resources by creating partnership strategies, identifying funding opportunities, and analyzing donor landscapes.
Coordinate inter-agency efforts by providing technical support to UN representatives and ensuring collaboration with UN agencies, ministries, NGOs, and donors.
Advocate, manage knowledge, and communicate by representing ONU Femmes in political dialogues, managing advocacy strategies, and developing knowledge management tools.
Execute any other tasks necessary for the effective functioning of the office.
Required Qualifications: A Master's degree or equivalent in social sciences, human rights, gender/women studies, international development, or a related field is required. A bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a higher degree. A project/program management certification (such as PMP®, PRINCE2®, or MSP®) is an asset. Candidates must demonstrate a strong understanding of gender issues and the ability to work effectively in diverse environments.
Educational Background: Candidates must possess a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender studies, or international development. A bachelor's degree with additional relevant experience may be considered. Certifications in project management are advantageous.
Experience: At least 5 years of progressively responsible professional experience at the national or international level in project design, planning, implementation, monitoring, and evaluation is required. Experience in women's economic empowerment in peace and humanitarian contexts is essential. Candidates should have experience supervising and mentoring staff in an international setting, as well as proficiency in using office software and managing computerized systems. Coordination experience with government agencies and/or donors is desirable.
Languages: Fluency in French is mandatory, as it is the working language in Niger. Proficiency in English is an asset and may be beneficial for communication with international partners and stakeholders.
