Job Overview: The Anti-Trafficking Policy Analyst position is integral to the OSCE's efforts in combating human trafficking across its participating States. The role involves supporting the analysis of political, legal, and human dimension developments related to trafficking in human beings (THB). The incumbent will collect and analyze THB-related trends, develop background studies, and provide technical assistance to participating States. This position requires a strong understanding of anti-trafficking issues and the ability to coordinate efforts among various stakeholders, including governmental and non-governmental organizations. The analyst will also be responsible for drafting high-quality written outputs, organizing meetings and conferences, and maintaining effective communication with partners to ensure the successful implementation of anti-trafficking initiatives.
Duties and Responsibilities: The duties and responsibilities of the Anti-Trafficking Policy Analyst include:
Supporting the analysis of political, legal, and human-dimension developments in participating States related to THB; collecting and analyzing regional trends; preparing comparative assessments against international standards; and providing conclusions and recommendations to inform policy development, legal reform, and potential OSCE commitments.
Developing research concepts and terms of reference for background studies and occasional papers; supervising contracted experts; and conducting regional, country, or sectoral analyses to provide analytical inputs for technical assistance and capacity-building.
Collecting and analyzing information from participating States, international organizations, NGOs, and other partners to identify good practices and support strategic planning.
Drafting, editing, and finalizing high-quality written outputs, including briefing and talking points, speeches, research papers, policy papers, meeting minutes, and mission reports.
Maintaining regular working-level contacts with delegations of participating States and Partners for Co-operation, relevant authorities, NGOs, OSCE institutions, field operations, and international organizations to ensure effective coordination.
Contributing to the assessment of national and regional anti-trafficking programs; participating in project development and content formulation; and supporting efforts to secure extra-budgetary funding.
Organizing meetings, workshops, technical seminars, and conferences, including the Alliance Conference; preparing related background materials, agendas, and correspondence.
Performing other related duties as required.
Required Qualifications: The position requires a first-level university degree in international relations, international development, public law" style="border-bottom: 1px dotted #007bff !important;">international law, human rights law, social or political sciences, or related subjects. Additionally, a minimum of seven years of progressively responsible professional-level experience in anti-trafficking, human rights, rule of law, migration, or related fields within international, governmental, or civil society organizations is necessary. Candidates should demonstrate knowledge of THB and anti-trafficking stakeholders at national and international levels, as well as experience in implementing multi-lateral policy and practice activities related to human trafficking.
Educational Background: Candidates must possess a first-level university degree in relevant fields such as international relations, international development, public international law, human rights law, social or political sciences, or related subjects. A second-level university degree is preferred and can reduce the required years of experience.
Experience: The position requires a minimum of seven years of relevant professional experience, or five years with a second-level university degree. Candidates should have experience in anti-trafficking, human rights, rule of law, migration, or related fields, particularly within international, governmental, or civil society organizations. Experience in vulnerability analysis and emerging issues related to human trafficking is desirable.
Languages: Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. A working knowledge of at least one other language from the OSCE region is considered an asset, while knowledge of Russian is desirable.
Additional Notes: The position is a fixed-term contract at the P3 grade level, with a full-time schedule. The monthly remuneration is approximately EUR 7,800, subject to adjustment based on family status and post adjustment. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
