Job Overview:
The Adviser on the Fight Against Organized Crime will play a pivotal role within the Transnational Threats Department (TNTD) of the OSCE Secretariat. This position is focused on enhancing the capacity of participating States to combat organized crime, which is a significant threat to security and stability in the region. The successful candidate will be responsible for leading the conceptualization, drafting, implementation, monitoring, and evaluation of programmatic projects related to combating organized crime. This includes providing expert analysis and support to various stakeholders, including national authorities and international organizations, to ensure effective cooperation and coordination in addressing organized crime. The role requires a deep understanding of the international cooperation framework on combating organized crime and the ability to engage with diverse stakeholders to promote best practices and information sharing.

Duties and Responsibilities:
The Adviser will be tasked with a comprehensive set of responsibilities, including:
  • Leading the development and implementation of SPMU’s programmatic projects related to combating organized crime, ensuring effective cooperation with relevant stakeholders.
  • Providing expert analysis and input on organized crime issues to support various projects and initiatives across the OSCE.
  • Offering guidance and support to the OSCE Chairpersonship-in-Office, Secretary General, and participating States in organizing events and providing briefings.
  • Promoting cooperation among law enforcement authorities and facilitating exchanges of information and best practices.
  • Conducting analysis and drafting reports and training materials on organized crime.
  • Participating in meetings and providing expert input on combating organized crime.
  • Performing other duties as assigned by the Head of the Strategic Police Matters Unit.

Required Qualifications:
Candidates must possess a second-level university degree in social or political science, law, public administration, or a related field. A first-level university degree combined with at least two years of additional qualifying experience may be accepted. Additional professional training or certification in project management is considered an asset. Candidates should have a minimum of seven years of progressively responsible experience in criminal justice, including at least five years of international experience focusing on combating organized crime. Demonstrated experience in developing and managing capacity-building projects in an international context is essential, along with a thorough understanding of the international cooperation framework on organized crime.

Educational Background:
The position requires a second-level university degree from a recognized institution, such as a university or Police Academy, in a relevant field. A first-level university degree may be accepted if accompanied by significant professional experience. Additional qualifications in project management or related fields are advantageous.

Experience:
Candidates should have a minimum of seven years of professional experience in criminal justice, with at least five years of international experience specifically in combating organized crime. Experience in developing and managing projects related to organized crime within an international organization is crucial, as is a strong background in financial and administrative management.

Languages:
Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. Knowledge of at least one other language from the OSCE region is considered an asset, enhancing the ability to engage with diverse stakeholders.

Additional Notes:
This position is classified as a P4-level role within the UN common system and is open for secondment only. All costs related to the assignment must be borne by the nominating authorities. The OSCE Secretariat does not provide a Board and Lodging Allowance for seconded staff members. The contract is fixed-term and full-time, with a maximum service period of 10 years. Candidates must be aware that OSCE officials are expected to conduct themselves in a manner befitting their status as international civil servants, maintaining integrity and impartiality.
