Job Overview:
The Web Application Developer Consultant will play a crucial role in supporting the design, development, deployment, and maintenance of a secure and user-friendly web-based platform aimed at enhancing research activities within UNRWA. This platform will serve as a central hub for the Research Review Board application process and will provide access to vital information and resources related to UNRWA's data and research. The consultant will work closely with the Senior Research and Partnership Officer in the Relief and Social Services Department (RSSD) to ensure that the platform meets the agency's needs and adheres to established technical standards. The role requires a blend of front-end and back-end development skills, with a focus on creating a scalable solution that can integrate future digital archival collections and research outputs.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including but not limited to: designing and developing responsive web interfaces using HTML, CSS, and JavaScript; building server-side application logic with C# and ASP.NET Core; developing REST APIs for communication between front-end and back-end services; implementing functionalities for the Research Review Board application; managing data storage and retrieval using SQL Server or Azure SQL; ensuring the platform's responsiveness and security" style="border-bottom: 1px dotted #007bff !important;">security; troubleshooting and optimizing application performance; and contributing to technical documentation and workflow refinement. The consultant will also support the integration of digital archive functionalities as project activities expand.

Required Qualifications:
Candidates must possess a Master's degree in Computer Science, Software Engineering, Information Technology, Information Systems, Web Development, or a related field. Additionally, at least two years of progressively responsible experience in web application development or related technical work is required. The consultant must demonstrate expertise in front-end web development, back-end application development, database management, and cloud hosting, particularly with Microsoft Azure. Familiarity with contemporary issues in the Middle East and the UN system is desirable, along with experience in writing structured front-end code, building lightweight backend processes, and managing user access and authentication.

Educational Background:
A Master's degree in a relevant field such as Computer Science, Software Engineering, Information Technology, Information Systems, or Web Development is mandatory for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the development of the web platform.

Experience:
The position requires at least two years of progressively responsible experience in web application development, software development, or related technical work. Candidates should have a proven track record of successfully delivering web applications and managing technical projects, demonstrating their ability to work independently and collaboratively in a multicultural environment.

Languages:
Fluency in English is required for this position, as all deliverables must be submitted in English. While additional language skills may be beneficial, English proficiency is mandatory for effective communication and documentation.

Additional Notes:
The consultancy is expected to last for a duration of three months, with the possibility of extension based on the availability of funds and satisfactory performance. The consultant will work remotely, and the total compensation for the entire package of deliverables is set at USD 5,416.5
  • Payments will be made upon the satisfactory completion and acceptance of each deliverable, in accordance with UNRWA consultancy rates and regulations. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process.
