Job Overview: The Performance Monitoring and Data Analyst Expert will play a crucial role in enhancing the performance monitoring capabilities of the Quality Management and Performance Monitoring (QMPM) Section within the Office of the Executive Secretary (OES) of the CTBTO. This position requires a deep understanding of organizational processes and the ability to analyze and improve them through data-driven insights. The expert will engage with various stakeholders to gather business requirements and understand data availability, which will inform the design and implementation of performance metrics and indicators. The role involves developing and refining Power BI dashboards and data models to facilitate flexible querying and reporting. The expert will also be responsible for presenting analytical products to stakeholders, incorporating their feedback, and contributing to the internal capacity building in performance information interpretation. This position is ideal for someone with a strong analytical background and a passion for using data to drive organizational improvement.
Duties and Responsibilities: The duties and responsibilities of the Performance Monitoring and Data Analyst Expert include:
Analyzing organizational processes and projects identified by the QMPM for enhanced performance monitoring.
Engaging with process owners and relevant stakeholders to understand business requirements, data availability, and reporting expectations.
Designing and proposing metrics, performance indicators, and visualization approaches aligned with user needs.
Developing, configuring, and refining Power BI dashboards and data models.
Ensuring that the solutions developed enable flexible querying and the generation of reports on demand.
Providing technical advice on data structuring, integration, and sustainability of BI solutions.
Presenting analytical products and dashboards to stakeholders and incorporating feedback.
Contributing to strengthening internal capacity in the use and interpretation of performance information.
Performing other related tasks as required.
Required Qualifications: The required qualifications for this position include:
Advanced university degree (master’s degree or equivalent) in Data Science, Business Analytics, Information Systems, Computer Science, Statistics, Applied Mathematics, Industrial Engineering, Public Administration, Management, or a related field relevant to performance measurement and business intelligence.
At least seven (7) years of professional experience in the development of organizational performance indicators.
Proven expertise in Microsoft Power BI, including dashboard development and data modeling.
Experience working with large datasets and integrating data from multiple sources/systems.
Strong analytical and communication skills.
Experience in international or multilateral organizations.
Knowledge of the CTBTO’s mandate or similar verification regimes is an asset.
Educational Background: Candidates must possess an advanced university degree (master’s degree or equivalent) in a relevant field such as Data Science, Business Analytics, Information Systems, Computer Science, Statistics, Applied Mathematics, Industrial Engineering, Public Administration, Management, or a related discipline that supports performance measurement and business intelligence. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively analyze data and contribute to the organization's performance monitoring efforts.
Experience: Candidates should have a minimum of seven (7) years of professional experience in the development of organizational performance indicators. This experience should include proven expertise in Microsoft Power BI, particularly in dashboard development and data modeling. Additionally, candidates should have experience working with large datasets and integrating data from multiple sources or systems. Familiarity with international or multilateral organizations is preferred, as is experience with quality management or results-based management frameworks. Knowledge of the CTBTO’s mandate or similar verification regimes will be considered an asset.
Languages: Excellent oral and written communication skills in English are essential for this position. Candidates should be able to effectively communicate complex data insights and analytical findings to a diverse audience. Knowledge of one or more of the other official CTBTO languages, which include Arabic, Chinese, French, Russian, and Spanish, is desirable and will enhance the candidate's ability to engage with a broader range of stakeholders.
Additional Notes: The consultancy assignment is limited to a maximum period of 130 working days, which must be completed within one year. The position is classified at the P-4 grade level, and the CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
