Duties and Responsibilities: The duties and responsibilities of the Military Officer include:
Representing the OSCE Mission at meetings of the Joint Control Commission, which oversees the activities of the Joint Peacekeeping Force.
Monitoring the security situation in the region and investigating incidents as they arise.
Contributing to the Mission's reporting and documentation related to military and security issues.
Developing proposals for confidence-building measures concerning military and security forces.
Advising the Head of Mission and other members on military-related matters.
Performing additional duties as required to fulfill the Mission's mandate.
Collaborating with various stakeholders, including governmental and military authorities, to ensure effective communication and coordination.
Required Qualifications: Candidates must possess a valid automobile driving license and have the ability to drive manual transmission vehicles. They should have a military officer training background or a university degree in a relevant technical field. Significant experience in arms control, monitoring ceasefire violations, and peacekeeping operations is essential. Candidates must also demonstrate the ability to compile and analyze political-military information and have experience in negotiations with governmental and military authorities. Cultural sensitivity and the ability to work in a diverse team are crucial for this role.
Educational Background: A first-level university degree in a relevant field is mandatory for this position. This educational background should ideally be complemented by military training or equivalent experience in military operations or international relations.
Experience: Candidates are required to have a minimum of 6 years of relevant professional experience in military operations, arms control, or peacekeeping missions. Experience working in international environments or operational missions is highly desirable, as is familiarity with the OSCE's operational framework and previous work in former CIS countries.
Languages: Professional fluency in both oral and written English and Russian is mandatory for this position. The ability to draft documents and provide clear briefings is essential. Knowledge of the Romanian language is considered an asset but is not mandatory. Candidates should demonstrate strong communication skills in both required languages.
