Job Overview:
The PSEAH Coordinator will play a crucial role in supporting and facilitating the technical oversight of IOM's Prevention of and Response to Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) efforts at the country level. This position requires close collaboration with various stakeholders, including the Chief of Mission, Programme Support Unit Coordinator, Regional PSEAH Officer, and global PSEAH Unit at Headquarters. The incumbent will be responsible for developing operational PSEAH work plans, integrating PSEAH and Accountability to Affected Populations (AAP) into IOM's Country Office Strategy, and ensuring that PSEAH risks are adequately addressed in programming and project proposals. The role also involves active participation in inter-agency networks and contributing to the development and implementation of training programs and awareness-raising initiatives.

Duties and Responsibilities:
The PSEAH Coordinator will be tasked with a wide range of responsibilities, including:
  • Supporting the development of an operational PSEAH Work Plan in alignment with IOM standards and frameworks.
  • Ensuring the integration of PSEAH and AAP within the Country Office Strategy and Crisis Response Plan.
  • Developing, implementing, and monitoring PSEAH and AAP programming while liaising with relevant donors.
  • Contributing to inter-agency PSEA and AAP Networks and participating in coordination initiatives.
  • Reporting on PSEAH indicators and showcasing results through various channels.
  • Conducting assessments to identify SEAH risks and implementing mitigation measures.
  • Supporting the development and delivery of PSEAH training for IOM personnel and partners.
  • Compiling data on training participation and raising awareness of PSEAH among staff.
  • Implementing communication strategies to promote understanding of PSEAH. 1
  • Mapping community engagement projects and supporting PSEAH awareness activities. 1
  • Maintaining hotline services for complaints and feedback, ensuring timely responses and referrals. 1
  • Monitoring safety risks for SEAH victims and adjusting responses as necessary. 1
  • Undertaking duty travel as required and performing additional duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Law, International Relations, Psychology, Social Sciences, Development Studies, or a related field, along with four years of relevant professional experience. Alternatively, a high school diploma with six years of relevant experience is acceptable. The ideal candidate should have experience in protection against sexual exploitation and abuse, coordination within the UN system, and developing training materials. Familiarity with proposal development and standard operating procedures is also essential.

Educational Background:
A Bachelor’s degree in a relevant field such as Law, International Relations, Psychology, Social Sciences, or Development Studies is required. Candidates with a high school diploma must have additional years of relevant experience to qualify for the position.

Experience:
The position requires significant experience in areas related to protection against sexual exploitation and abuse, sexual harassment, and accountability to affected populations. Candidates should have a proven track record of coordination within the UN system and among interagency partners, as well as experience in developing and facilitating training programs and communication materials.

Languages:
Fluency in English, Romanian, and Russian is mandatory for this position, both oral and written. Knowledge of Ukrainian is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and oral assessments.
