Job Overview:
The consultant will play a crucial role in revising vocational education and training (VET) curricula in Moldova to integrate green economy principles. This position involves conducting a situational analysis of existing curricula, developing a Green Economy Curriculum Integration Framework, revising VET school curricula, and designing and delivering training for VET teachers. The consultant will work closely with various stakeholders, including VET institutions, government bodies, and private sector representatives, to ensure that the revised curricula meet the needs of the green economy and align with national and EU standards. The consultant will report to the Programme Coordinator and collaborate with the Programme Associate for contract and payment matters. This role is essential in preparing the workforce for emerging economic realities and ensuring that VET institutions equip students with the necessary skills for green jobs.

Duties and Responsibilities:
The consultant will be responsible for four main tasks: 1) Conducting a situational analysis and integration needs assessment of the current state of green economy content in the curricula of five selected VET institutions, including interviews and focus group discussions with stakeholders. 2) Developing a Green Economy Curriculum Integration Framework that defines green competencies, transversal principles, and thematic module outlines for at least three VET profiles. 3) Revising VET school curricula based on the developed framework, ensuring that updated subjects include integrated green economy content and comply with national standards. 4) Designing and delivering a targeted capacity-building program for VET teachers, including the development of training materials and conducting workshops to support the implementation of the revised curricula.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Environmental Science, Sustainable Development, or Curriculum Development. A first-level university degree combined with two additional years of qualifying experience may be accepted. Additional qualifications in curriculum design, green economy certifications, or teacher training methodology are considered strong assets. Candidates should have at least five years of progressively responsible experience in green economy or sustainable development, with a focus on education or workforce development. Experience in curriculum development within VET contexts and in designing training programs for educators is also required. Familiarity with the Moldovan VET system and relevant EU requirements is advantageous.

Educational Background:
A Master’s degree or equivalent in Environmental Science, Ecology, Sustainable Development, Education, Curriculum Development, or related fields is required. A first-level university degree with additional qualifying experience may be accepted. Additional certifications in curriculum design, green economy, or teacher training methodologies are considered beneficial.

Experience:
Candidates should have a minimum of five years of relevant professional experience in green economy, sustainable development, or environmental policy, with practical engagement in education or workforce development. Experience in curriculum development or revision, particularly within VET or technical education contexts, is essential. Prior experience in training educators on green economy topics is an asset, as is experience working with VET institutions or national qualification bodies in Moldova or similar countries.

Languages:
Fluency in Romanian is required, while knowledge of Russian and English is considered an asset. Proficiency in multiple languages can enhance communication and collaboration with diverse stakeholders.

Additional Notes:
This consultancy is home-based, with travel within Moldova included in the deliverables fee. Payments will be made upon certification by UN Women that the services related to each deliverable have been satisfactorily completed. The consultant’s performance will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables.
