Job Overview: The Program Deputy Field Coordinator (P-DFC) is responsible for supervising the implementation of programs in Rakhine State, aligning with SI's annual country strategy and the evolving humanitarian needs in the area. The P-DFC will support the design and implementation of new projects while ensuring the quality of project execution through direct management of Program Managers. Additionally, the P-DFC will assist the Field Coordinator (FC) in representing the organization in external meetings as delegated. This position is crucial for enhancing SI's visibility and partnerships with stakeholders, particularly during a key period for the strategic planning of SI's interventions in Ukraine. The P-DFC will also face challenges related to security constraints and the potential impact of conscription on male employees.
Duties and Responsibilities: The P-DFC will engage in strategic programming, participating in the annual programming exercise and strategy development for the Dnipro base and the overall Ukraine mission. This includes ensuring the integration of SI's core sectors, maintaining the relevance and coherence of interventions, and fostering innovative approaches and key partnerships for greater efficiency. The P-DFC will oversee the implementation of both emergency and longer-term projects in high-risk areas, focusing on quality programming, operationalizing protection mainstreaming, and capacity building. The role also involves managing security constraints while maintaining access to the field and beneficiaries, ensuring that programming is responsive to both acute and chronic emergencies.
Required Qualifications: Candidates must possess a bachelor's degree in a relevant field and have at least three years of experience in the humanitarian sector, with a minimum of one year in a similar position. Experience in humanitarian program management is essential, and an engineering background or education in WASH or a related technical field is considered an asset. The role requires strong technical skills in proposal writing, project design, needs analysis, and knowledge of at least one of SI's sectors (WASH or Shelter).
Educational Background: A bachelor's degree in a relevant field is required for this position. Candidates with advanced degrees or specialized training in humanitarian aid, project management, or related fields may be preferred, particularly those with a focus on WASH or engineering.
Experience: The position requires a minimum of three years of experience in the humanitarian sector, with at least one year in a similar role. Candidates should have a proven track record in humanitarian program management and experience working in challenging environments.
Languages: Proficiency in English is mandatory for this position. Knowledge of French is considered an asset, as well as proficiency in Ukrainian or Russian, which would be beneficial for communication within the local context.
Additional Notes: This is a short-term contract position with a duration of six months, starting on June 1, 2026, with the possibility of extension. The role is based in Dnipro, Ukraine, and involves a salaried position starting from EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of EUR 700 is provided, along with coverage for accommodation and travel expenses. Expatriates will benefit from a comprehensive insurance package covering healthcare expenses, including medical, dental, and repatriation costs. The living conditions include guest house accommodations, internet access, and social life opportunities.
