Job Overview:
The Administrative and General Service Officer (S2) plays a crucial role in supporting the OSCE's mission in Dushanbe by managing logistics, procurement, and administrative services. This position requires a proactive approach to resource management, ensuring compliance with OSCE regulations and national legislation. The officer will be responsible for overseeing the procurement cycle, managing office assets, and providing logistical support for operations. The role demands strong leadership skills, as the officer will supervise a team and coordinate with various internal units to ensure effective service delivery. The officer will also contribute to budget preparation and monitoring, ensuring efficient use of resources while adhering to financial regulations. Duties and Responsibilities:
The Administrative and General Service Officer (S2) will undertake a variety of responsibilities, including:
  • Reviewing and formulating internal procedures to enhance mission resource management and streamline support services.
  • Advising senior management on the application of material management and administrative policies, identifying gaps, and recommending improvements.
  • Contributing to budget preparation for logistics, transport, and administrative support services, monitoring fund allocation, and ensuring compliance with financial regulations.
  • Planning and managing the procurement cycle for goods and services, ensuring timely processing of procurement requests and compliance with OSCE rules.
  • Supervising the registration, tracking, and reporting of office assets, managing warehouse operations, and conducting physical inventory checks.
  • Ensuring effective logistics support, including vehicle fleet management, travel operations, and maintenance of office facilities.
  • Supervising procurement and administrative staff, assigning duties, monitoring performance, and identifying training needs.
  • Liaising with the OSCE Secretariat and internal units to ensure coordination of support services and compliance with regulations.

Required Qualifications:
Candidates must possess excellent physical condition, a valid automobile driving license, and the ability to drive manual transmission vehicles. Supervisory and management experience is essential, along with strong interpersonal, analytical, and organizational skills. Good spoken and written communication skills are required, and previous international field experience is desirable. Certification from a recognized procurement and supply institution, such as CIPS, is considered an asset. Knowledge of computerized procurement systems and experience in advising management on materials management operations are also required.

Educational Background:
A first-level degree in logistics, business/public administration, engineering, or a related field is required. In the absence of a relevant degree, substantial professional experience in logistics management and support may be accepted as a substitute. This includes experience in procurement, mission management, inventory management, and warehouse management.

Experience:
Candidates should have a minimum of six years of progressively responsible professional experience in logistics, business/public administration, engineering, or a related field. Proven experience in logistics management and support, including procurement and inventory management, is essential. Familiarity with computer applications, including word processing and database software, is also required, along with strong analytical and problem-solving skills.

Languages:
Professional fluency in English, both spoken and written, is mandatory. A working knowledge of Russian is desirable, as it may enhance communication within the region. Candidates should demonstrate cultural sensitivity and the ability to work with diverse teams.

This position is a full-time, fixed-term role under an international secondment contract.
