Job Overview:
The Chief, Security and Safety/ Global Security and Safety Advisor is a senior leadership role within UN Women, responsible for providing authoritative professional leadership for the organization's global security, safety, business continuity, and crisis management functions. This position shapes organizational policy and frameworks to ensure the safety and security of personnel and the protection of assets across all UN Women offices worldwide. The incumbent will manage security and safety personnel, providing advice and operational oversight centered on risk management and crisis management to ensure effective program delivery. The role requires substantial autonomy in determining professional approaches and developing global frameworks, with accountability for the effectiveness of security and safety functions organization-wide. The incumbent will also represent UN Women in inter-agency security forums and engage with external stakeholders to advance the organization's security objectives.

Duties and Responsibilities:
The Chief, Security and Safety/ Global Security and Safety Advisor will be responsible for the following key functions:
  • Strategic Leadership, Policy Development, and Planning: Direct the development and implementation of UN Women's global security, safety, business continuity, and crisis management policies, ensuring alignment with UN System requirements. Provide authoritative interpretation of applicable policies and lead the preparation of strategic inputs for senior management. Monitor international developments and assess their implications for UN Women operations.
  • Authoritative Professional Advice and Corporate Risk Oversight: Provide proactive advice to senior management on security and safety risks and compliance measures. Deliver timely support to UN Women offices and coordinate security assessments in high-risk locations. Ensure compliance with UN Security Risk Management standards.
  • Strategic Integration of Security and Safety: Integrate security considerations into UN Women program planning and budgeting, ensuring gender-responsive perspectives are included. Conduct analysis of the impact of security factors on program delivery.
  • Managerial Leadership and Oversight: Provide strategic leadership to the Global Security and Safety Services function, establishing priorities and performance standards. Oversee the formulation and execution of security budgets and ensure compliance with applicable standards.
  • Inter-Agency Representation and Strategic Partnerships: Represent UN Women in inter-agency forums and cultivate relationships with stakeholders to advance security objectives.
  • Emergency Preparedness and Crisis Management: Direct the development and testing of crisis management frameworks and ensure organizational readiness for emergencies. Evaluate crisis response effectiveness and implement improvements.
  • Strategic Liaison: Maintain strategic interface with UN Security and engage with Host Government services to assess local laws and their impact on operations. The incumbent will also perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
The position requires a Master’s degree (or equivalent) in management, security management, business administration, law enforcement, international relations, or a related field. A first-level university degree in these fields, combined with extensive education in security management, may be accepted in lieu of the advanced degree. Additionally, candidates must have at least 10 years of progressively responsible work experience in security and safety management, with a minimum of 5 years at a senior professional or management level. Experience in managing complex programs in development or humanitarian contexts, particularly in conflict and post-conflict scenarios, is essential. Candidates should also have experience leading multi-disciplinary teams in international settings and managing organizational business continuity and occupational health and safety programs.

Educational Background:
Candidates must possess a Master’s degree (or equivalent) in relevant fields such as management, security management, business administration, law enforcement, or international relations. A first-level university degree in these areas, combined with additional qualifications in security management, may be accepted. The educational background should reflect a strong foundation in security and safety management principles, with a focus on practical applications in international contexts.

Experience:
The role requires at least 10 years of progressively responsible experience in security and safety management, with a minimum of 5 years at a senior professional or management level. Candidates should have substantial field experience in managing complex programs within development or humanitarian contexts, particularly in conflict and post-conflict environments. Experience in leading and managing professional teams in international settings is crucial, along with a proven track record in managing organizational business continuity and occupational health and safety programs.

Languages:
Fluency in English is mandatory for this position. Additionally, a working knowledge of another official UN language (such as French, Arabic, Chinese, Russian, or Spanish) is highly desirable, as it enhances communication and collaboration within the UN system and with diverse stakeholders.
