Job Overview:
The Transport Consultant will play a crucial role in supporting the Sustainable Mobility Unit in delivering various products and services aimed at promoting sustainable low-and zero-emissions transport, particularly in low- and middle-income countries. The consultant will work under the direct supervision of the Programme Management Officer for Gender and will be responsible for developing reports, case studies, communication products, and strategic plans related to the Global Electric Mobility Programme and the Deliver-E Coalition. This position requires a strong understanding of transport issues, effective communication skills, and the ability to engage with stakeholders to promote gender-responsive approaches in electric mobility initiatives. The consultant will also support the organization of key events and contribute to the development of practical tools for country-level implementation and global knowledge sharing.

Duties and Responsibilities:
The consultant's duties and responsibilities include:
  • Developing a comprehensive report that defines key delivery modalities such as third-party logistics (3PL), self-delivery, individual contractors, and full-service providers to ensure a consistent understanding across Deliver-E Coalition activities.
  • Creating six brief case studies for the Deliver-E Coalition that highlight lessons learned and common themes in zero-emission food and grocery delivery.
  • Producing four outreach and communication products related to Deliver-E Coalition activities.
  • Developing a communications plan and launch concept for the Deliver-E Baseline Assessment.
  • Preparing a proposal for a Deliver-E Coalition event at COP3
  • Creating a concept for a zero-emission delivery city guidebook.
  • Supporting the organization and delivery of two gender-focused events in India and Nairobi under the BMZ programme.
  • Maintaining and updating the gender data collection and database to ensure accessibility and quality.
  • Supporting the development of the Global Electric Mobility Programme website and the webtool for the Used EV and Battery end-of-life Regulatory Toolbox for LMICs. 1
  • Engaging in stakeholder outreach and communications for UNEP’s role in the Gender and Industry Accelerator in Kenya and India.

Required Qualifications:
The position requires an advanced university degree (Master's degree or equivalent) in engineering, transport, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A minimum of five years of work experience in transport projects is essential, along with strong research experience in transport issues. Familiarity with transport planning frameworks and transport modeling is highly desirable. Proven analytical, presentation, and communication skills are also required for this role.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) in engineering, transport, or a related field. In cases where a candidate has a first-level university degree, they must also have two additional years of qualifying experience to be considered for the position. This educational background is crucial for understanding the complexities of transport systems and the development of sustainable mobility solutions.

Experience:
The consultant should have a minimum of five years of relevant work experience in transport projects. This experience should include a strong understanding of transport issues, with a focus on research and report development. Familiarity with transport planning frameworks and transport modeling is highly desirable, as is experience in analytical and communication skills, which are essential for effectively conveying complex information to diverse audiences.

Languages:
Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is another working language of the UN, but not mandatory for this role.

Additional Notes:
The position is expected to last for a duration of eight months, and it is based in the UNEP Nairobi Office. The consultant will be engaged in a full-time capacity, supporting various initiatives under the Global Electric Mobility Programme and the Deliver-E Coalition.
