Job Overview:
The position of Judicial Reform Expert is designed to identify qualified international experts who can provide rapid and flexible support to the OSCE Programme Office in Dushanbe. The expert will engage in various functions that align with the Supreme Court’s 2027–2030 Reform Programme and a preliminary needs assessment process. The role encompasses strategic advisory, technical design, and capacity-building functions, focusing on enhancing court operations, judicial capacity development, legislative support, and improving court transparency. The expert will be expected to analyze and strengthen court operations, develop training programs for judges and court staff, review laws and regulations, and support institutions in communicating effectively with the public. This position is crucial for ensuring that judicial reforms are implemented effectively and that the judicial system in Tajikistan is strengthened to meet the needs of its citizens.

Duties and Responsibilities:
The Judicial Reform Expert will be responsible for a comprehensive set of duties, including:
  • Analyzing and strengthening court operations, ensuring procedural consistency and effective case-flow management in both the Supreme Court and lower-level courts.
  • Designing and delivering training programs for judges and court staff on procedural standards and decision-making processes.
  • Providing legislative and policy support, including reviewing and advising on laws and regulations governing court procedures and judicial conduct.
  • Enhancing judicial capacity on probation and alternative sentencing, ensuring judges are equipped to apply non-custodial measures effectively.
  • Supporting initiatives aimed at improving court transparency and public communication, fostering trust between the judiciary and the public.
  • Collaborating with local and international stakeholders to align judicial reform efforts with broader development goals.
  • Documenting and reporting on progress and challenges in judicial reform initiatives, providing recommendations for future actions.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in Law, Judicial Administration, Public Policy, or a related field. A minimum of seven years of professional experience in Central Asia or post-Soviet legal systems is required. The ideal candidate will have a proven track record in optimizing court operations, streamlining civil and criminal procedures, and improving decision-making consistency. Experience in designing and implementing automated case management systems and digital justice tools is essential. Additionally, candidates should demonstrate experience in developing policy frameworks and ethical codes to strengthen judicial independence. A strong background in building institutional trust through transparency initiatives and public communication campaigns is also necessary. Familiarity with the project modalities of international development partners such as the UNDP, OSCE, or EU is highly desirable.

Educational Background:
The position requires an advanced university degree, specifically a Master's degree or equivalent, in fields such as Law, Judicial Administration, Public Policy, or related disciplines. This educational background is crucial for understanding the complexities of judicial systems and the legal frameworks within which they operate.

Experience:
Candidates should have a minimum of seven years of professional experience working within Central Asia or comparable complex operating environments. This experience should include direct involvement in judicial reform initiatives, optimizing court operations, and engaging with governmental and non-governmental stakeholders in the legal sector. Previous advisory roles with Supreme Courts, ministries of justice, and judicial councils are highly valued.

Languages:
Professional fluency in English is mandatory for this position, as it is the primary language of communication within the OSCE and for reporting purposes. Additionally, working proficiency in Russian is advantageous, given the regional context and the need to communicate effectively with local stakeholders.
