Job Overview:
The UNV Programme Policy Officer will play a crucial role in supporting the implementation and operation of the school meal and asset creation and livelihoods (ACL) programmes in Myanmar. This position involves providing technical and operational support to the Country Office and Area Offices, ensuring effective programme delivery and alignment with donor commitments. The officer will be responsible for monitoring programme performance, enhancing donor relations, and contributing to resource mobilization efforts. The role requires collaboration with various stakeholders, including government entities, NGOs, and private sector actors, to strengthen partnerships and improve programme outcomes. The officer will also support the design and implementation of programme interventions for the upcoming years, ensuring that WFP's initiatives are responsive to the needs of vulnerable populations in Myanmar.

Duties and Responsibilities:
The UNV Programme Policy Officer will undertake a variety of tasks, including: 1) Providing technical and operational support to the Country Office and Area Offices for the effective implementation of the school meal and ACL programmes. 2) Monitoring and analyzing programme performance, tracking fund utilization, and ensuring alignment with workplans and donor commitments. 3) Strengthening the capacity of Area Office teams to manage Field Level Agreements with cooperating partners. 4) Guiding Area Offices on new approaches within school meal and ACL programmes, including community engagement practices. 5) Designing and maintaining a comprehensive tracking mechanism for monitoring achievements related to financial expenditure and beneficiary management. 6) Engaging with key stakeholders to enhance collaboration and support coordinated service delivery. 7) Contributing to resource mobilization efforts by identifying funding opportunities and preparing inputs for proposals. 8) Supporting strategic planning and improving programme coherence across activity areas. 9) Participating in UNV activities and promoting volunteerism in the host country.

Required Qualifications:
Candidates for the UNV Programme Policy Officer position should possess strong analytical and problem-solving skills, with the ability to work collaboratively in a multicultural environment. They should demonstrate excellent communication skills, both written and verbal, and have a proven track record of engaging with diverse stakeholders. Familiarity with programme management and monitoring frameworks is essential, as well as experience in resource mobilization and partnership development. The ideal candidate should be adaptable, flexible, and committed to the values of WFP, including integrity, collaboration, and humanity.

Educational Background:
A bachelor's degree in a relevant field such as international development, public policy, social sciences, or a related discipline is required. Relevant certifications or training in project management, monitoring and evaluation, or humanitarian assistance would be advantageous.

Experience:
Candidates should have at least 2-3 years of professional experience in programme management, policy development, or a related area, preferably within the humanitarian or development sectors. Experience working in complex environments, particularly in conflict-affected regions, is highly desirable. Familiarity with WFP's operations and programmes, as well as experience in engaging with government and non-governmental organizations, will be beneficial.

Languages:
Fluency in English is mandatory, as it is the working language of WFP. Knowledge of local languages spoken in Myanmar, such as Burmese, is considered an asset and may enhance communication with local stakeholders. Proficiency in additional languages relevant to the region or international development context would also be advantageous.

This position is a full-time role based in Nay Pyi Taw, Myanmar. The UNV Programme Policy Officer will be expected to adapt to the living conditions in Myanmar, including housing arrangements and cost of living considerations. The position may involve travel within the country to support programme implementation and stakeholder engagement.
