Job Overview: The International Consultant/Evaluator will be responsible for conducting the final evaluation of the GE4G project, which aims to advance Georgia's efforts in addressing gender equality gaps. The consultant will assess the progress made towards achieving the project's targets, analyze results, and identify challenges encountered. The evaluation will focus on the relevance and coherence of UN Women and UNFPA's contributions to gender equality and women's empowerment, effectiveness and efficiency in achieving results, and sustainability of project outcomes. The consultant will engage with national stakeholders and ensure that the evaluation process is consultative, inclusive, and participatory, involving project beneficiaries. The findings will contribute to building an evidence base for effective strategies in political and economic empowerment of women, ending violence against women and girls, and promoting women's sexual and reproductive health and rights.
Duties and Responsibilities: The consultant will draft and submit inception reports detailing the evaluation design and methodology, conduct interviews with key stakeholders, prepare PowerPoint presentations of preliminary findings, and draft evaluation reports. The consultant will maintain an audit trail of comments received during the evaluation process and ensure that all deliverables are validated and approved by the Management Group. The consultant will also be responsible for safeguarding the rights and confidentiality of information providers and ensuring compliance with relevant ethical guidelines. The evaluation will include a desk review of relevant documents, data collection through interviews, and analysis of findings to produce a comprehensive evaluation report that includes recommendations for future programming.
Required Qualifications: Candidates must possess a higher university degree (at least a Master's) in social sciences, gender studies, political science, health, development studies, or a related field. Alternatively, a Bachelor's degree in these fields with at least two years of relevant work experience may be considered. The consultant should have at least seven years of international experience in gender equality and women's rights, with a strong background in managing monitoring and evaluation of projects and programs. Experience in performing evaluations in the field of gender equality and women's rights is essential, along with profound knowledge of gender-responsive and human rights-based approaches to evaluation.
Educational Background: A Master's degree in social sciences, gender studies, political science, health, development studies, or a related field is required. A Bachelor's degree in the same fields may be accepted if accompanied by at least two years of relevant work experience. The educational background should reflect a strong foundation in gender issues and related disciplines, equipping the candidate with the necessary analytical and evaluative skills.
Experience: The position requires a minimum of seven years of international experience in gender equality and women's rights, particularly in Eastern Europe or the CIS region. Candidates with a Bachelor's degree must have nine years of relevant experience. The consultant should have extensive experience in managing monitoring and evaluation processes for projects and programs, with a focus on gender equality and women's empowerment. Proven experience in conducting evaluations and familiarity with gender-responsive and human rights-based evaluation approaches are critical.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with local stakeholders and beneficiaries.
Additional Notes: The evaluation process will be consultative and participatory, ensuring the involvement of project beneficiaries. The consultant will work under the direct supervision of UN Women and UNFPA, with travel required for data collection and stakeholder interviews. Travel costs will be covered separately according to UN Women’s travel policy. The evaluation will adhere to ethical guidelines set forth by the United Nations Evaluation Group, ensuring confidentiality and the protection of information providers. The consultant will be expected to deliver various reports and presentations throughout the evaluation process, with specific deadlines for each deliverable.
