Job Overview: The Land Data and Information Specialist will be a key player in the UTF/GEO/034/GEO-F project, which focuses on the formulation and design of land consolidation in Georgia. This position is crucial for supporting the introduction of a fully operational land consolidation instrument that integrates with irrigation rehabilitation efforts in the World Bank's GRAIL Project. The overarching goal is to enhance agricultural production, improve land use efficiency, and strengthen land rights, particularly for women. The specialist will provide technical support for land consolidation activities, ensuring that data accuracy and stakeholder coordination are prioritized. This role requires collaboration with various stakeholders, including government agencies and local communities, to facilitate effective land management and agricultural development.
Duties and Responsibilities: The incumbent will be responsible for a range of tasks including: providing technical support for the implementation of land consolidation activities; ensuring data accuracy and stakeholder coordination; working closely with GIS specialists to verify property limitations; coordinating with local landowners to gather data on ownership and property-related issues; supporting feasibility studies and landownership inventories for pilot projects; organizing and participating in training sessions and workshops; facilitating consensus-building among stakeholders; building networks with municipality representatives; liaising with the Scientific Research Centre of Agriculture; ensuring quality assurance of project deliverables; and contributing to the development of the National Land Consolidation Programme based on pilot experiences. The role may also involve performing other related duties as required.
Required Qualifications: Candidates must possess a Master’s degree in administration" style="border-bottom: 1px dotted #007bff !important;">land administration, social or humanitarian sciences, or a related field. A minimum of 3 years of experience in partner liaison, property data management, land management, or data management within large-scale projects is required. Additionally, candidates must have a working knowledge of English at level C and must be nationals of Georgia. FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential. Technical skills in computer literacy, particularly with spreadsheets and databases, are also necessary.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as land administration, social sciences, or humanitarian sciences. Candidates must have their qualifications recognized by an accredited institution listed in the World Higher Education Database (WHED).
Experience: The position requires a minimum of 3 years of relevant experience in areas such as partner liaison, property data management, land management, or data management within large-scale projects. Experience navigating data systems, particularly Georgian land registry systems, and working with cadastral data is essential. Candidates should also have experience coordinating with state agencies and local government bodies, as well as a strong understanding of land governance and tenure systems.
Languages: A working knowledge of English at level C is mandatory for this position. Proficiency in Georgian is also essential, given the local context and the need for effective communication with stakeholders.
