Job Overview:
The National GIS and Land Use Planning Specialist will play a crucial role in the UTF/GEO/034/GEO-F project, which is focused on formulating and designing land consolidation in Georgia. This position is integral to the successful implementation of land consolidation initiatives that aim to enhance agricultural production, improve land use efficiency, and strengthen land rights, particularly for women. The specialist will provide technical support for various land consolidation activities, ensuring that they align with national policies and international best practices. The role requires collaboration with multiple stakeholders, including government institutions, local authorities, and international experts, to facilitate effective land use planning and management.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including:
  • Collaborating with FAO and relevant units to provide GIS, mapping, administration" style="border-bottom: 1px dotted #007bff !important;">land administration, and land use planning support for land consolidation pilot projects.
  • Developing and maintaining geospatial databases and preparing thematic maps and spatial analyses related to land ownership and valuation.
  • Coordinating with institutions on cadastral and land registry data and supporting systematic land registration processes.
  • Implementing land consolidation pilot activities, including feasibility studies and stakeholder consultations.
  • Ensuring compliance with data protection requirements and national legislation.
  • Organizing training and awareness-raising activities related to GIS and land administration.
  • Facilitating communication among stakeholders involved in pilot implementation.
  • Supporting integrated land use planning activities in consultation with local communities.

Required Qualifications:
Candidates must possess a university degree in Geomatics, Land Administration, Land Surveying, Geography, Urban or Regional Planning, Civil Engineering, or a related field. Additionally, a minimum of 5 years of relevant professional experience in GIS, land administration, and land use planning is required. Proven experience with GIS software (ArcGIS/QGIS), geospatial database management, and land governance is essential. Candidates should also have a strong understanding of land tenure systems and experience working with cadastral data and land registry processes. A working knowledge of English is mandatory, and candidates must be nationals of Georgia.

Educational Background:
The position requires a university degree in a relevant field such as Geomatics, Land Administration, Land Surveying, Geography, Urban or Regional Planning, or Civil Engineering. The educational qualifications must be obtained from an institution accredited or recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have at least 5 years of professional experience in areas related to GIS, land administration, land tenure, and land use planning. Experience working with international organizations, particularly within the UN system, is considered an asset. Familiarity with Georgia's National Spatial Data Infrastructure (NSDI) and relevant government policies is also advantageous.

Languages:
