Job Overview:
The National GIS and Data Specialist position is integral to the FAO Representation in Georgia, specifically under the UTF/GEO/034/GEO-F project, which focuses on land consolidation in Georgia. This role involves providing comprehensive GIS and mapping support to facilitate pilot projects, land ownership inventories, and assessments of land consolidation suitability. The specialist will be responsible for building and maintaining a geospatial database, supervising local administration" style="border-bottom: 1px dotted #007bff !important;">land administration staff, and ensuring that spatial plans align with irrigation rehabilitation projects. The overarching goal of the project is to enhance agricultural production, improve land use efficiency, and strengthen land rights, particularly for women. The incumbent will work closely with various stakeholders, including government agencies and international experts, to ensure the successful implementation of land consolidation initiatives.

Duties and Responsibilities:
The duties and responsibilities of the National GIS and Data Specialist include:
  • Collaborating with FAO and relevant units to provide GIS and mapping support for land consolidation pilot projects, including data management and map preparation for land ownership inventory and valuation.
  • Building and maintaining a geospatial database for the project, conducting data analysis, and producing thematic maps.
  • Supervising and coordinating the work of GIS and Land Use Planning Specialists and Local Land Administration Specialists, ensuring timely delivery of outputs and providing performance feedback.
  • Serving as the primary liaison for communication and coordination with other units and institutions regarding geospatial information, ensuring compliance with data protection policies.
  • Coordinating with GRAIL project subcontractors to align irrigation rehabilitation activities with land consolidation efforts.

Required Qualifications:
The position requires a university degree in Geomatics, Land Administration, Geography, Civil Engineering, or a related field. Candidates must have a minimum of 7 years of professional experience in the practical application of GIS across various sectors. A working knowledge of English at level C is required, and candidates must be nationals of Georgia. Additionally, candidates should possess strong communication, coordination, and data analysis skills, as well as proficiency in GIS software such as ArcGIS or QGIS.

Educational Background:
Candidates must hold a university degree in a relevant field such as Geomatics, Land Administration, Geography, or Civil Engineering. The educational qualifications must be obtained from an institution accredited or recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have at least 7 years of professional experience in GIS application across various sectors. Experience in managing and supervising project teams, working in multi-disciplinary teams, and large-scale projects is highly valued. Familiarity with land tenure and land register data, as well as experience working with international organizations and rural communities, will be considered an asset.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages may be beneficial but is not specified as a requirement.
